The Prime Minister of Albania, Edi Rama, is already involved in an international debate about the untruthfulness of the Dick Marty report, which served as the basis for the establishment of the Special Court of Kosovo, after the allegations that the leaders of the KLA were involved in organ trafficking of Serbian prisoners of war. war and other untried crimes against them.
The debate is of course a heavy weight for Albania's interests in front of international institutions, but it seems that Edi Rama is using two new circumstances that can favor him.
The first and most important, is that all the international sensitivity that Dick Marty's report created, stemmed from the accusation of organ trafficking and the legend of the "Yellow House" in a village in Burrell, which was investigated and not found no facts.
The Special Prosecutor's Office in The Hague, which has indicted at least four key leaders of the KLA, has now dropped this charge and has not included it in the charges against former KLA commanders, which shows the fundamental lack of seriousness of a report .
Organ trafficking was used as "red tape" to create international sensitivity for the establishment of the Court, and its promoters have now withdrawn from this charge. The leaders of the KLA have been arrested in The Hague for two years and the trial has not yet started against them, precisely because after they failed to bring charges for organ trafficking, they were involved in a new search for facts to justify their arrest. Most of the facts are public evidence from articles in newspapers or social networks, or testimonies of former Serbian police commanders in Kosovo, who are themselves accused of war crimes.
Dick Marty's report has lost the basic pillar supported by the Special Prosecutor's Office of The Hague, and Edi Rama's battle to invalidate it politically is legitimate. It is also legitimate for Albania to do this, not only because it has national obligations for Kosovo, but because the accusation was placed on the territory of Albania and implicated Albania in this story.
Even Sali Berisha, who voted in favor of this report in 2011 in Strasbourg, today justifies that the investigation had to be allowed to drop the charges, even though today he is again on the side of the only accusers in this case, the former Serbian police.
In this aspect, all those who try to classify Edi Rama's harsh speech as populism, should look at the origin of this report, which started with the implication of Albania and was further used as a justification to punish the political leadership of the KLA.
Likewise, the efforts of some political circles in Kosovo, political opponents of the former KLA, to devalue the importance of this accusation and to justify their indifference to the battle of Albania, are entirely political positions for power interests in Kosovo.
Edi Rama's tough attitude is of course a diplomatic problem for Albania, but he has all the legal and political reasons to do it, as the prime minister of a country that has been accused without facts of unverified crimes by the Special Prosecutor's Office.
And when Albania agrees to take on this burden in this international diplomatic battle, some politicians in Kosovo do not have to act as if they are Romanians or Slovaks, that they do not care about the Kosovo issue.
The second circumstance, which Edi Rama is trying to use with great difficulty, is the geopolitical situation surrounding the Russia-Ukraine conflict, which requires a kind of compaction of the West towards Russia, which has been the advocate of the Serbian genocide in Kosovo. Although it is very difficult to ally all the anti-Russian countries in this cause, it is important to make them feel solidarity with the new state of Kosovo, recognize it and further consider it part of the Western bloc, which is at war shared with the danger of the authors of a new genocide in the world.
Although Edi Rama's speech due to his talent sounds very populist, it is in fact a position about Albania's responsibility unjustly muddied by a report, which became the genesis of a process that is seeking "needle in a haystack", to justify the budget of a Special Court, which seems to have started collecting facts after their arrest and found nothing based on Dick Marty's report.
Edi Rama did not make a political expertise on that report. He is speaking after the Special Prosecutor's Office has spoken and it has not considered at all the accusation of organ trafficking, which sensitized the West to the establishment of the Court. So he is simply asking to certify a legal conclusion, reached by the prosecutors of the Special Court, who could not "save face" to Dick Marty, and why some politicians, annoyed by this in Kosovo, insist that " Edi Rama is saving Serbia's face".
