The arrest of the mayor of the Albanian capital, Mr. Erion Veliaj, occurred on the same day as the DP announced that they had hired an American citizen named Kristofer Laçivita, who was one of the leaders of the electoral campaign of the current American president, Mr. Donald Trump, as an advisor for the upcoming electoral campaign.
For any normal mind, there is no doubt that hiring an American for an electoral campaign in Albania, a country that the Italian-American LaCivita did not even know where he belonged until yesterday, is not intended to obtain his opinions and advice on the ways and means that the opposition will use in the electoral campaign. No, the knowledge and tricks of electoral campaigns in Albania are possessed to a much higher degree by old Sali Berisha, the leader, manipulator and abuser of many, many electoral campaigns, than by the American Laçivita, whose greatest knowledge and skills are related to his business as a propaganda jackass in the service of anyone who offers him money.
The call and payment of Laçivita are simply a deceptive propaganda tool to suggest to the ordinary Albanian and, especially, the gullible Albanian, that, since Laçivita has participated in the management of Trump's campaign, this is President Trump's emissary to tell Albanians who they should vote for. First of all, Laçivita, like hundreds and thousands of uneducated and unbelieving businessmen in the world, represents only himself and his business and no one else. As such, he, even if Hitler were alive and paid him, would do his best to present Hitler to the Germans as the greatest democrat and the savior of Germany. Second, and most importantly, Albanians know the old, incriminated and slandered Sali Berisha, just like all Albanian political figures, much better than any foreigner, European or American. There was another American in the early 90s, even a representative of the American government and not just a businessman, named Ryerson who campaigned alongside Sali Berisha and quite a few Albanians suggested it. The suggestion at the time was justified due to the circumstances and, especially, because Albanians did not yet know who the charlatan Sali Berisha was. Now, over three decades have passed and Albanians know Sali better than they know their own family members, they know him as a fraud, a rapist and a lawbreaker, the opposition does not care about LaÇivita, nor the LaÇimpeks nor the AlCapones. In fact, individuals like LaÇivita who come from America and tell the Albanian people that "I do not work for the communists and socialists", when the whole people know that the only former communist leading the political forces in Albania is Sali Berisha, make themselves the laughing stock and the object of ridicule in cafes.
The arrest of the mayor of Tirana once again highlighted the moral quagmire in which the conscience of the majority of Albanian society floats today. This moral quagmire is easily visible not only in politics, but also in all spheres of social activity, in medicine, justice, media, etc. Based neither on legal knowledge nor on patriotic idealism, individuals and political or social groups rushed to comment, "explain", interpret, support or "annihilate" a man who is already in prison cells. In most cases, the attitudes expressed are driven by party, tribal, clan, regional affiliations and, especially, personal interests and by no means idealism or desires for justice. Quite a few of the opinion-givers of television studios, if they were leaders of power in Albania, would have behaved much worse than today's accused.
In this regard, the media and its people stood out and continue to stand out, especially some television show hosts who have been serving a political bandit named Sali Berisha for over three decades, with tricks and according to political situations. Their elaborate methods of service are either calling only Sali Berisha politicians and Berisha journalists to the television studio (Ylli Rakipi, etc.), or calling people of different political persuasions but blocking them, interrupting them or opposing those called to the panel who launch anti-Berisha criticism (Blendi Fevziu, Grida Duma, etc.).
To invite four anti-government journalists to an opinion-making show to speak, criticize and accuse a defenseless person who is isolated in prison and has no opportunity to express his opinion, objection or evidence, this is civic disorder, professional immorality and shameful political service, it is extreme cowardice. The alibi of the media as a means of information, in the service of the truth and citizens in such cases falls shamefully because every host of the show in such cases should, at least, have in the studio a representative of the person under analysis or his legal defense attorney. The discrediting of these media and show hosts becomes even greater when they are called there and are asked to give their "qualified" opinion on the fight against corruption to several former prosecutors who were dismissed by Vetting as corrupt. One of them, who travels from studio to studio, told viewers that "for the arrest of a person, the cause-effect relationship is not important at all", that is, the connection between the actions or inactions of the arrested person and the resulting consequences. Big joke, right?!
Albanian televisions, to their shame, have turned into circus arenas of truth and "people's courts" where intellectually frustrated and morally castrated people put the next victim on trial. Four individuals (not just once) were called to the panel led by Ylli Rakipi and competed to see who could make the best claim and even give the verdict against Veliaj. A man named Pano Soko, while opening his eyes as if he were in a daze and moving his limbs as if seized by an epileptic seizure, without being a lawyer, gave legal conclusions and lied by claiming that the only reason why Veliaj was arrested was the fact that he had put pressure on the prosecutors, but did not explain what the content of the "pressure" was. Soko did not know that telling the prosecutor not to call his wife, but to send her a subpoena, according to the law, to question her, is not pressure but a human and legal right.
In addition to the passionate journalists Ola Xama and Lindita Çela, who criticized Rakipi for devoting so much time and attention to the explanations of Veliaj's wife (so, according to her, viewers should only listen to one side), the passion, arrogance and hatred of journalist Klodiana Lala stood out, who spoke about the Veliaj case with greater "competence" and self-confidence than the SPAK prosecutors themselves. And, not only that, but the most strange and shameful thing was that she pretended to be very moved by the tragic event of the death of a child who was collecting cans in the Tirana landfills. The event in question was tragic, but it is unclear what connection it has with the mayor and, most importantly, we have not seen Lala so revolted and "touched" when 27 citizens were killed in Gërdec (which Berisha himself has admitted was a state crime) nor when four innocent protesters were killed on January 21 on the boulevard, nor when the CEC was attacked with weapons in 1997 and a young man was killed, nor when state institutions were attacked with tanks and machine guns in 1998, etc. etc. Why?!
Making the outraged one, she expressed herself with her mouth and hands, with hatred: Let him stay there in prison, he's fine! Watching such television shows, several questions arise: Do these shows aim to discuss events, situations and phenomena, or are they "popular trials" like they used to be? What drives journalists like Lala etc. to present themselves as political militants without dignity when they can express their opinions and assessments on what they know?! What does Lala consider herself when she says to the Prime Minister: Now it's your turn!? A person who holds double standards and uses multiple standards towards similar events and phenomena cannot be sold to us as an idealist, since such people have major moral deficits.
Journalists and studio opinion makers should not confuse their perceptions as citizens with legal assessments, which have often been wrong in criminal cases, not only in our country but also in developed and experienced countries such as the USA or Western European countries. As a citizen, I also have the perception that this government, like the others before it, is corrupt and Mr. Veliaj, as part of it, cannot be "24-karat gold". However, when it comes to legal assessments, not only evidence is needed but also confirmation of cause-and-effect relationships, both subjective and objective.
To cut a long story short, in the Veliaj case there are at least two erroneous (unproven) legal conclusions of SPAK. Declaring Veliaj the owner of the villa just because he has gone and stayed there several times is legal nonsense. If that were the case, Berisha could also very easily be declared the owner of his daughter's villa in Lalëz. If someone's temporary or permanent stay in a house is enough to declare him its owner, then those who had built houses without permission would not need to present documents or even request their legalization from the state.
On the other hand, SPAK should have started the investigation by verifying the legality of the tenders given by the municipality to the accused businessmen and finding any oral or written agreement between Veliaj and them for money transfers in the form of purchases or sponsorships of activities, otherwise no one is accountable for what they buy, sell, sponsor, etc. as long as they do it with their own legal money, regardless of whether the money was earned from legal tenders or other legal commercial activities.
In the Veliaj case, there are a number of actions that raise serious doubts: How is it possible that, based on an anonymous complaint, SPAK "investigates" and concludes a case much faster than cases with real accusers? Why is the arrest of the mayor and the head of the capital's electoral campaign requested just as the campaign has begun?! Why do the GJKKO, KLP, KLGJ, etc. simultaneously complain about "interference and pressure" on justice when the Prime Minister simply expresses his opinion that there is no evidence for the case in question, while when another politician, accused by SPAK of corruption, insults prosecutors and judges, threatens them with dismissal and imprisonment (as soon as he comes to power, he publicly declares), declares them a "criminal organization" and bandits and promises to "disappear SPAK" no one cares?! How can an opposition leader find out about Veliaj's arrest without it happening and without being notified by SPAK?! Do Albanians need propaganda justice, alongside lynching media?! What business does SPAK have with creating a "task force" for elections when it is simply an investigative body, which differs from other prosecutors only because of its subject matter competences and, as such, its place is in the office, waiting for and following up on any complaint that may come from individuals or political entities?!
If SPAK started the investigation process against Veliaj by "vetting" his assets, why doesn't it do the same with other politicians?! For example, why doesn't it investigate the assets of a rural and tribal, violent and greedy (hungry) politician named Flamur Noka, who once came with opinga from the villages of Kukës and, as soon as he was promoted to Minister of the Interior, he (and his tribe) became owners of apartments, land and villas from Tirana to Saranda?! His villa was even made public by a "Nesti Angoni" of the DP, the well-known Gazmend Bardhi. What kind of criteria does SPAK have in pursuing criminal activity?
Every normal Albanian should support the Justice Reform, SPAK and GJKKO, but this does not mean that criticism of them is not allowed. They are not God. Independence means not giving or accepting orders regarding the completion of investigations and the issuance of judicial decisions, and not allowing threats to prosecutors and judges from the criminal world, but expressing opinions, assessments and criticisms within ethics are part of freedom of expression. The justice organs are part of Albanian society and as such, to a greater or lesser extent, suffer from the same vices and "diseases" as we do. This means that they are not immune from moral and, especially, political corruption.
