The Ministry of Finance has unblocked the revaluation process, after the instruction that paves the way for this process with a 5% tax was published in the official gazette. The instruction states that the right to carry out the revaluation is granted to all individuals who own registered real estate (land and/or building) or who acquire ownership and register it by December 31, 2026.
Contrary to expectations, the revaluation this time will also be done with the old references that are currently in force. In fact, as previously stated by the government, it was expected that the revaluation would be done with the new property references throughout the country (with the exception of Tirana), which would reflect the current values of properties in the country's 60 municipalities.
Almost every three years, Albania is involved in real estate revaluation campaigns, or in other words, bringing the value of the property closer to current market prices. Specifically, if a person bought a property for 50 thousand euros and today sells it for 100 thousand euros, he will have to pay 15% tax on this difference of 50 thousand euros. The citizen owes the state 7,500 euros, while with this legal change, when the price is brought closer to the market value, the tax drops to 5%, and he pays 2,500 euros.
Also, the revaluation can be carried out for those assets that have already gone through this process. In cases where an individual owns more than one asset, the revaluation will be carried out for each one individually. The instruction specifies that the entire process will be carried out online in e-Albania, with two procedures, with a licensed expert or at the State Cadastral Agency.
When an individual chooses to have the revaluation done at the ASHK, the value of their property approaches the minimum fiscal prices in force.
"If the individual chooses to have the property revaluation carried out by the ASA, it is carried out at the minimum fiscal prices in force at the time of the revaluation process and in accordance with the provisions of joint instruction no. 34, dated 29.12.2023, "On the tax on the transfer of ownership of immovable property". In this case, the taxable base is calculated as the difference between the value resulting from the revaluation (according to the minimum fiscal prices in force) and the deductible value determined in point 3 of this chapter," the instruction states.
If a citizen makes a revaluation in the cadastre, the fees are as follows: When the tax to be paid is up to 150 thousand lek, the fee for the service is 3500 lek, when the tax is 150,001-300,000 lek the fee will be 7 thousand lek, while when the tax paid is over 300 thousand lek the tax to be paid is 10 thousand lek.
When the revaluation is done by a licensed expert, the value of the property may be even higher.
"If the individual chooses to have the property revalued by a licensed expert, the taxable base is calculated as the difference between the value reflected in the property valuation act and the deductible value. In any case, the value reflected in the property valuation act by the licensed expert cannot be less than the minimum fiscal price," the instruction continues.
For the first time in this process that aims to bring the value of the property closer to real market prices, property depreciation will also be recognized, 1% for each year of age.
"In the case of buildings, the reference prices will be reduced by 1% of the value for each additional full year of use, starting from the date of obtaining the title of ownership for the first time. The 1% discount will be applied to all types of real estate buildings. This discount must not be greater than 30% of the reference price determined in the VKM 2 in implementation of articles 21, point 2, 22, point 5, 22/1, 22/3 and 22/4 of law no. 9632, date 30.10.2006, "On the local tax system", as amended", the instruction states.
The application for the revaluation of real estate will be made online at e-Albania, where in addition to applying for this process, it also requires providing a copy of the real estate card.
In cases where the revaluation has been done by an expert, the application in e-Albania must also include the valuation act along with the expert's license, and then the Cadastre initiates the procedures for calculating the tax to be paid. Only after the tax is paid, will the new value of the property be registered in the real estate register.
As for businesses, only those who have their assets reflected in the 2025 financial statements will benefit from the revaluation process.
"The revaluation at market value is carried out by property appraisers, independent experts licensed by the relevant institutions for the valuation of real estate," the instruction continues.
For businesses, the calculation and collection of the 5% tax on the revaluation of real estate of legal entities is carried out by the relevant regional tax directorates.
