Elson Reçi organized the murder of Preng Gjini as revenge for the murder of his uncle, Kastriot Reçi.

Nga data 12-14 Gusht 2020, Elson Reçi ka kontaktuar Arben Mërkurin që t’i sigurojë ndonjë person që të kryejë vrasje kundrejt pagesës në qytetin e Tiranës.

Dhe për këtë fakt mësohet se Arben Mërkuri ka folur me Fatmir Troplinin.

Nuredin Dumani nuk ka dhënë një çmim në momentet e para, pasi kërkonte të dinte vendin se ku do të kryhej krimi dhe objektivi.

Nga shtetasi Fatmir Troplini është krijuar kontakti mes Arben Mërkurit dhe Nuredin Dumanit me qëllim ai të dërgonte lidhjen e Dumanit tek vendi ku ishte objektivi Preng Gjini.

Nuredin Dumani nuk ka pranuar të japë çmim për kryerjen e vrasjes pa parë vendin dhe pa njohur objektivin.

Arben Mërkuri ka informuar shtetasin Elson Reçi për negociatat që po kryen dhe Elsoni kërkon të mësojë çmimin që kërkojnë në këmbim të vrasjes, por njëkohësisht i kërkon që të mos t’i tregojë objektivin.

Më date 14 Gusht 2020 Nuredin Dumani kontakton me shtetasin Arben Mërkuri dhe nis një person për të shkuar për të parë vendin ku do të kryhet vrasja.

Nuredin Dumani: Gjatë kësaj kohe më ka kontaktuar nëpërmjet telefonit Sky ECC, Fatmir Troplini ose ndryshe ‘Miri i Pojës’. Ku më kërkoi që t’i bëja një nder, të vrisja Preng Gjinin, për një mikun e tij që quhej Elson Reçi ose ndryshe ‘Soni’. ‘Miri i Pojës’ më tha që ky miku im nuk ka shumë lek. Unë i thashë që halli nuk mbyllet me pak lek.

Më tej ‘Miri i Pojës’ më lidhi vetë me ‘Sonin’. Ku Elson Reçi më ofroi 130-150 000 euro për vrasjen e Preng Gjinit, por unë i kërkova 200 000 euro”.

Negociatat mes Reçit dhe Dumanit, ndërpriten kur ai mëson se i penduari i drejtësisë kishte kontaktuar Enver Divën dhe Besian Xhixhën, të cilët kishin dështuar për të realizuar vrasjen, teksa Preng Gjini dilte nga shtëpia e ‘Rrumit’.

Por teksa po haste vështirësi në eleminimin e Preng Gjinit, Elson Reçi vendos ta bëjë ekzekutimin me shpërthim të telekomanduar.

Edhe pse më herët e kishte provuar sërish në makinën me të cilën lëvizte Gjini, por eksplozivi nuk kishte shpërthyer.

SPAK: “Më datë 11 Shtator 2020 në mbrëmje Elson Reçi komunikon me një lidhje të tij ende të pa identifikuar të cilit i tregon që ka bërë prova gjithë ditën, dhe se pulti i telekomandës punon perfekt dhe tani është në Tiranë për ta vendosur në makinën që përdor Preng Gjini.

Po në këtë datë dyshohet se Elson Reçi ka arritur ta vendos eksplozivin në makinën me targa AA903YG.

Në ditët në vazhdim ai komunikon me Arben Mërkuri dhe i tregon që ka vendosur eksplozivin poshtë makinës së Preng Gjinit, dhe po pret që ai të hipi në makinë.

Më datë 15 Shtator 2020 Elson Reçi komunikon me lidhjet e tij i dëshpëruar pasi Preng Gjini nuk ka mbetur i vrarë.

Pasi nuk ishte ulur në krahun ku ishte vendosur lënda eksplozive por në vendin e shoferit.

Po për të ndjekur nga pas Preng Gjinin, Elson Reçit i duhej patjetër ndihma e policisë.

E cila mund ta informonte në kohë reale për hyrje-daljet e tij nga Shqipëria.

Ku nga bisedat del se në shërbim të Elson Reçit ishin vendosur Klodian Shahini, me funksion Shef i Sektorit Kundër Trafiqeve të Paligjshme në Drejtorinë Vendore të Policisë Lezhë.

I cili kryente verifikime në sistemet e policisë së shtetit, për lëvizjet e Preng Gjinit.

Por Shahini, nuk ishte i vetmi zyrtar vendor që është i dyshuar për lidhje me pjesëtarët e grupeve kriminale.

Një tjetër drejtor i cili ka rënë në bisedat e Sky ECC, është Henerigert Mitri që si Drejtor i DVP Lezhë, në dijeni të plotë nuk ka marrë masa për parandalimin e organizimit të lojrave të fatit.

Përkundrazi ka bashkëpunuar me biznesmenin Pëllumb Gjoka, i arrestuar më herët në kuadër të Operacionit ‘Metamorfoza’.

Biseda këto që përftohen edhe nga komunikimet e Pëllumb Gjokës dhe Oltian Bistrit, ku Henerigert Mitri përmendet si ‘Gerti drejtori’.

I cili nuk duhet të kishte marrë përsipër mbulimin e kësaj veprimtarie pa marrë dakordësinë e eprorëve.

Adrian Pikli, is the other former RENEA officer who is also suspected of having cooperated with exponents of crime in matters of arms trafficking.

On our part, the analysis of the communications carried out by the citizen Deivis Barjamaj with other contacts has been carried out and it has become possible to identify a close associate of his named Adrian Pikli.

These two citizens have a high intensity of communications with each other and the conversations between them were conducted with the aim of developing the illegal activity of manufacturing and selling weapons and ammunition.

Both of these citizens have a stable cooperation in the development of this activity by providing weapons and ammunition, their modification, establishing contacts with persons interested in buying and selling them for the purpose of monetary gain. In the period of communications, the citizen Adrian Pikli is employed in the State Police institution and specifically in the RENEA department. This citizen using his position as a police officer creates facilities for the development of this illegal activity organized by himself and his accomplice.

Davis Bajramaj and Adrian Pikli provide weapons and ammunition within the territory of Albania, but in certain cases they state that they also traffic from the state of Serbia and Kosovo.

The SPAK investigation was also able to shed light on the rape of the husband of the Special Judge of Appeal, Saida Dollani, an event which is suspected to have been organized by Emiljano Shullazi, Arben Ndoka and Ervis Martinaj.

According to SPAK, Shullazi wanted at all costs that Dollani would not be part of the team that judged his criminal file, where he was accused of embezzlement within the criminal group.
