New rules for customs clearance of cars manufactured in the last 10 years!

The Albanian Customs Administration has set new rules for the vehicle valuation procedure during customs clearance, with an important change related to how the value of used cars will be determined.

The new manual, made public on September 18, 2026, provides that in cases where the transaction method cannot be used, real prices published online in specialized sources and bulletins will also be used to determine the customs value of vehicles.

The new rules relate to vehicles manufactured in the last 10 years and are activated only when the conditions for their valuation according to the transaction method and other methods provided for in the Customs Code are not met.

One of the main changes to the manual is the inclusion of kilometers traveled by the vehicle up to the moment of customs clearance.

So, in addition to the technical data that has been taken into consideration before, the mileage will also be taken into account in the evaluation of the car.

This element aims to influence the determination of a value that is closer to the real condition of the vehicle, as two cars with the same brand, year of manufacture, cylinders and fuel type may have different values depending on the kilometers they have traveled.

Referring to prices published in online sources will not be the first method of evaluation.

According to the manual, data from these sources will be used only when other assessment methods cannot be applied, in the order defined from 1 to 5.

In these cases, the Customs Administration will take into consideration the prices published in specialized sources and bulletins, the addresses of which are specified in the manual.

The new manual applies to vehicles manufactured within the last 10 years.

Meanwhile, the Customs Administration clarifies that the manual does not change the way older vehicles are assessed, i.e. those manufactured more than 10 years before the current year.

In practice, the change aims to ensure that in cases where it is not possible to use other valuation methods, customs duties are determined by taking into account more characteristics of the vehicle.

Thus, for cars of the same category and with the same brand, year of manufacture, cylinders and fuel type, the value can also be differentiated based on the kilometers traveled.

According to the Customs Administration, the goal is for the value used for customs clearance to reflect as accurately as possible the characteristics and specific condition of the vehicle at the time of import.

The administration also emphasizes that the entry into force of the new manual aims for a more standardized assessment based on real data, while it does not foresee a change in the assessment method for vehicles over 10 years old.
