A criminal file containing No. 474 , which was registered at the Prosecutor's Office of Lezha for the prosecution of a case of drug production and sale, revealed a series of intercepted conversations, which talked about a corrupt episode in the justice system and in the university system in Shkodër .

Due to this situation, the prosecutors of Lezha , evaluating the case, have decided to send the intercepted conversations to the SPAK special prosecutor's office in Tirana for further investigation.

These interceptions and others carried out subsequently by SPAK, turned into the cornerstone of a criminal file bearing No. 546, where the professors of the Faculty of Law in Shkodër were accused of passive corruption, such as: Dean Gasper Kokaj , the head of the department of International Law, Senada Reçi and the pedagogy at this Department, Luljeta Zefi .

Lekë Toni and Pëllumb Ndreca, who are the parents of two students who failed the "Master's" exams, have also been charged with active corruption.

The professors of the Dean's Office allegedly received 500,000 old lek in exchange for giving passing marks to two students who had failed in two semester courses.
