Prime Minister Edi Rama is holding a press conference from the Prime Minister's Office with the Minister of Internal Affairs, Albana Koçiu, and the Minister of Justice, Besfort Lamallari.
He announced the measures that will be taken to end illegal interventions in the territory, while reiterating once again that architects will be held responsible for any deviation from the implementation of the project.
Rama also announced the formalization of the notification process, establishing detailed rules for institutions before any work begins.
He also announced the introduction of construction and architects into the work process.
"This conference has a special value for this moment in our journey. It has a special value to familiarize the public with all aspects of the measures that the government has taken and that some of them have received legal force. Another part will be released for public consultation, as they are related to the criminal code.
All of these measures are related to what I have warned about, the necessity of raising the level of ministers to another level, to put an end to illegal interventions throughout the territory. This is a 360-degree approach that extends to all identified problematic areas.
I am convinced that it will give us significant results as it creates the conditions for further discipline in the construction process. Not only construction without a permit, but also construction with a permit that is burdensome becomes a cause for people who pay to buy a house and encounter obstacles.
Starting from increasing the guarantee of the implementation of architectural projects, through the mandatory involvement of the architect in the implementation of the works. This means that because architects are under pressure from builders and are not subject to the law, we have seen deformations in the construction process. They turn the architect into a subject of the law.
Next is the definition of control phases. This is also an aspect that has been very lagging until today. Next is the strengthening of control mechanisms by defining 6 mandatory phases.
Then comes the obligation to issue a certificate. We have also added the obligation that water and electricity be connected only after receiving the certificate of use.
"It will no longer be allowed for people to be taken, to enter apartments without being provided with a mortgage. They enter apartments with the house they have paid for, but they are not owners with papers. This is unacceptable. This whole part is related to the process where institutional actors are involved, from the architect to the territorial development agency or municipalities," he said.
