12 criminal events that occurred and were prepared, but failed during 2020 were revealed by SPAK's investigations in the file for which it issued 51 arrest warrants. Thus, the SPAK investigation has shown that the former socialist deputy Arben Ndoka had the role of ordering and financing the murder of citizens Durim and Valter Bami in 2020. The motive for the crime was Ndoka's revenge for the murder of his brother Aleksandër Ndoka. event that happened on December 9, 2017, but could not be realized.

According to SPAK, in order to carry out this crime, the former deputy contacted citizens Gentian Bejtja, executed in March 2024, Arbën Merkuri, known as "Maneci", executed in May 2022, Aldo Avdylin and their connections.

It is suspected that Arben Merkuri and Aldo Avdyli played the role of the Bami brothers' executors. Both were provided by Astrit Avduyli, who despite being in a high-security prison, was able to use a mobile phone and the SkyECC app.

For Arian Tuku, SPAK has doubts that it was in the role of organizer, financier and coordinator of all actors involved in this event. He was ready to transfer money from his account in Italy to a bank in Albania for the realization of the event.

The investigation showed that Samuel Ndoka, the grandson of the former deputy, and at the same time the son of the deceased brother of the former lawmaker, had the role of organizer and coordinator of the actors on the ground, the contact with the executioners, and the provision of weapons for the murder of the Bami brothers.

Astrit Avdyli, who engaged Arbër Merkur and Aldo Avdyli, also had the role of assistants in this crime wanted by the former MP Arben Ndoka.

Emiliano Shullazi, according to SPAK, from prison cells 313, where he was held for another criminal offense, provided information on the location of Durim and Valter Bami, which he received from Marklen Haka.

While Ervis Martinaj, according to SPAK, had the role of financing and providing logistics. Jozi Kraja was a localizing observer and accomplice in the crime, a task also held by Blerim Abazi, Elvis Ndreca, Naim Stafuka and Gjin Ndoj.

In addition to the localization, Gentian Bejtja has secured the place where the vehicles that will be used by the executioners are hidden and their housing until the moment of execution.
