"Corruption is a challenge in every part of the world", Rama: What are
Edi Rama

In the first National Conference on Anti-Corruption, Prime Minister Edi Rama said that corruption is an ongoing challenge which does not end anywhere in the world.

According to Rama, during the mandates of his government, the relationship of the state with the citizens has changed. He took the example of several cases, starting with students, teachers, nurses, police officers, etc. According to Rama, until a few years ago they were elected on the basis of money, political ties or kinship ties. However, with the introduction of digital systems this has changed.

Rama added that “there are still parts of the system that continue to function as before. "It's a problem we have to try to solve."

Prime Minister Rama also spoke about tenders. He said that yes the government is preparing another phase to free the administration from the burden of contracting public funds through tenders.

"I want to emphasize the part that has to do with tenders. It is an unimaginable transformation if we start from where this work started. In the report that we have prepared, which is a factual report that has no subjectivity, it is clearly stated how we have moved in the right direction in this regard. But even here we still have problems. We are preparing another phase to free the administration from the heavy weight of this process. The process of contracting public funds through tenders, to include external expertise and why not international companies, so that the administration does the administration, the ministries do the ministries and the tendering process is done by structures that have a much greater independence and much greater professionalism. One of our problems is not just corruption, or mixing with the intent of deviating from the law, but it is also disability. In this aspect, we really have a lot of work to do ", said Rama.

During his speech, Prime Minister Rama said that almost no one thought a few years ago that justice would punish political figures of the highest rank and that the day would come when no one would feel untouchable.

"For the reform of justice, I would say something that makes me think that we all agree, regardless of the convictions we may have, despite the sympathy we may have in terms of politics: Who thought until a few years ago that in this country high-ranking political figures were punished by justice, that the day would come only a few years later that no one would feel invulnerable anymore and that members of the government, elected representatives, deputies would be investigated and charged by a prosecutor entirely separate from politics and entirely focused on its mission to do justice. I do not believe that anyone in this room would answer positively to this question whether he believes that in a few years this will happen and not members of the government, members of the opposition, but the ruling party. We once had members of the government being shot. Albania has not had a just justice or independent of the power of politics in any of the moments of its rule, not even in the period before the justice reform. This is an encouraging fact. This is a process that has its ups and downs, that has its ups and downs. It is the right process in the right direction ", said Rama.
