KLGJ, Serbian expert on the file stock

A senior expert from Serbia is expected to be attached to Albanian groups that are trying to find solutions to evade the stock of files that has reached over 150 thousand.

The High Judicial Council has decided that, in addition to legal interventions proposing a speedy trial without panels of three judges, international assistance should be sought to propose solutions to evade cases, similar to the formula that has been implemented in the courts of Thessaloniki and Athens.

The expert who is expected to arrive in Albania is called Dimitrije Sujeranovic and has been engaged in the problems of the judicial stock in Greece.

But is foreign expertise alone enough to solve this issue?

"Absolutely not, the judiciary must be filled with judges and prosecutors. It is not just the story of one expert," says lawyer Gëzime Buçi.

"I don't see a solution, we have lawyers and jurists in Albania," says lawyer Jilldiz Kastrati.

Among the HLGJ's proposals is the avoidance of courts to reduce sentences to be served by prisons, and the application of online processes as often as possible. But in the efforts to find a solution, this elderly woman is among dozens of citizens who wander through the courts without knowing what fate awaits their family members' case.

Backlog means more work for judges and more waiting for citizens.

In the first instance, the workload for each judge reaches 1 thousand files, while in the General Jurisdiction Appeal alone, the stock has reached 55 thousand files. (TCH)
