An operation by the IKMT and the police in Saranda for illegal construction led to the arrest of managers and police officers suspected of collaborating with lawbreakers, among whom was the head of the Saranda Police Station, Gëzim Bashllari.

One of these constructions was a Beach Bar, on the beach in front of the land of citizen Arjola Bajo (Dhrami).

The injured party claims that this Beach Bar existed last year and had a permit from the KKTU with no. 52 dated 28.05.2025, specifically "Permit for service structure at beach stations for the object: Service structure", this in function of the beach plot with no. SR-41 with an area of ??389 m2. According to sources, the permit also specified, in addition to the Beach Bar, a 110 m2 arrangement platform.

The beach and Beach Bar have maintained the trade name "Azur Beach Bar" and have operated as such throughout the 2025 summer season, with an influx of vacationers.

It is also learned that the 1200 m2 plot of land near the beach is owned by citizen Arjola Bajo, who inherited it after the death 23 years ago of her father Jaho Bajo, a well-known businessman from Saranda, who also owns other areas in the city. Jaho Bajo acquired the 1200 m2 plot by decision of the Saranda Municipal Council in 1999.

Arjola Bajo's lawyer's reaction

Arjola Bajo, who has been declared wanted, is, according to sources, abroad and has expressed her willingness to come and provide clarifications after being declared wanted. Previously, Bajo, through her legal representative, has given statements that the structures were there since last year and that arrangements were being made there regarding the new tourist season and the functioning of the area in front of her land as a beach, for which she has no conflict and has absolute agreement. She also stated that the Beach Bar facility was existing.

Meanwhile, Edmond Petraj, the lawyer for the head of the Saranda Police Station, has reacted, emphasizing that the responsibility for the phenomenon of illegal construction cannot rest solely on the State Police, while territorial and administrative institutions avoid their legal role.

He emphasizes that the municipality has an institutional obligation to prevent, identify and refer any violations related to unauthorized construction in the territory it administers.

"The police are not the exclusive institution responsible for preventing unauthorized construction. They are a supporting link in law enforcement, especially when public order intervention or operational support is required," says Petraj.

He also highlights the role of other state institutions, such as the National Inspectorate for Territorial Protection (IKMT) and the responsible urban planning structures, which according to him have clear competences in controlling and intervening in illegal construction.

According to the lawyer, concentrating all criminal liability on the local police chief creates a truncated interpretation of the law and violates the principle of individualized responsibility.

Petraj argues that in this specific case, the fact that the chief of the police station was engaged in the investigation of a serious criminal event with high public impact should also be taken into consideration, which according to him constitutes an objective circumstance in the management of operational priorities.

"Immediate non-commitment to unauthorized construction cannot be automatically considered abuse of power, without proving the existence of illegal intent, favoritism, or corruption," he emphasizes.

Petraj states that we are dealing with a complex problem of territorial administration and institutional coordination, where responsibility must be analyzed in a balanced manner among all competent institutions and not be reduced to just one police officer. (Panorama)
