ALARM issued / Ministry of Defense: Extreme weather all week! Intense rain storms are expected, measures must be taken

The entire week ahead is expected to bring extreme weather with heavy rainfall, increasing the risk of problems in residential areas.

The Ministry of Defense, through a press release, calls for measures to be taken to deal with the situation. The most at risk regions are Shkodra, Lezha and Vlora.

According to updated information from the Institute of Geosciences (IGJEO) and the Military Meteorological Service (SHMU), high-intensity rainfall is expected in all regions of the country during the week, accompanied by storms and, in certain areas, snowfall.

On Monday, November 17, 2025, moderate to locally intense rainfall is expected in the Shkodër , Lezhë and Vlorë regions .

In the regions of Kukës , Dibër , Durrës , Tirana and Gjirokastër, precipitation will be light to moderate, accompanied by thunderstorms. In the other regions, light precipitation is expected.

The intensity is expected to increase in the afternoon hours.

On Tuesday, November 18, 2025, precipitation will increase throughout the territory:

* The regions of Shkodër, Kukës, Vlorë and Gjirokastër will experience intense to
locally very intense rainfall.

* Intense rainfall is expected in Lezha.

* In the Dibër, Durrës and Tirana regions, precipitation will be moderate to locally intense.

* Light to moderate rainfall is expected in other regions.

The rain will be accompanied by thunderstorms across the country.

On Wednesday, November 19, 2025, high-intensity rainfall is forecast across the country.

In the districts of Shkodër, Kukës, Vlorë and Gjirokastër, intense to locally very intense rainfall is expected, while in the other districts, moderate to intense rainfall, accompanied by storms, is expected.

On Thursday, November 20, 2025, a decrease in precipitation intensity is expected.

In the regions of Shkodër, Vlorë and Gjirokastër, precipitation will be light to moderate, while in other regions it will be light.

Snowfall and frost

In areas above 400 m altitude in the North, East and Southeast, precipitation will be in the form of snow, creating the possibility of frost and difficulties in road traffic.

According to the latest hydrometeorological forecasts, in the Drin River basin the expected rainfall reaches up to:

* Fierzë: 150–200 mm
* Koman – Vau i Dejës: up to 300 mm

The Ministry of Defense, through the National Civil Protection Agency, requests all local and central structures:

? Take preventive measures to avoid floods
? Be fully prepared for immediate response
? Ensure close inter-institutional coordination for the management of
emergency situations

The National Civil Protection Agency has requested that municipalities increase their preparedness to the maximum level, in accordance with weather forecasts and the increased risk of floods and landslides.

Civil emergency structures will continuously update the public on the situation on the ground and on any new developments related to the weather and the level of risk.

We invite citizens of the affected areas to exercise increased caution during this period of intense rainfall.
