The rape of the waiter by the officer/gangs "IN UNIFORM" who want to put Vlora first!

" Who are these people who are betraying the State Police and desecrating the sacred uniform they wear ?", these were the words of a citizen on the difficult evening of July 27, 2025 at the "Regina Garden" Hotel when he learned that one of the aggressors was a State Police officer.

It was 8:30 PM, the quiet night in the coastal city of Vlora suddenly turned into a horror movie scene.

An 18-year-old waiter, Aron Balaj, who had only started working a few weeks earlier, was brutally beaten by former traffic police chief Ardian Isufi and his notorious friend Laert Bimo. The reason?

One more bottle of water on the table! The police were immediately informed at 20:33. The owner of the hotel structure, shocked by what was happening, called the Vlora Police Directorate, sent them a video of the incident, reported the name and surname of the officer involved, Adrian Isufi, the former head of the Vlora road, off-duty.

But what happened next was tragicomic: the police forces "got mixed up" and ended up at "Regina City" on Lungomare instead of "Regina Garden" on Skela. Anyway, what is the excuse that the Police did not show up at the scene?

Meanwhile, a police patrol is stationed non-stop at the Skela roundabout, at "Kulaci", just 100 meters away from "Regina Garden". Why didn't the police officers who showed up at "Regina City" and realized they were at the wrong address return to "Regina Garden"?

Heavy traffic? Even if – why didn't they go later, even with a delay? Moreover, why didn't the permanent patrols at "Kulaci", a uniformed policeman and a civilian officer, who could have been closer, show up at the scene?

But for a moment, let's imagine that Albania is Switzerland and the rule of law functions here. What would be the possible scenario?

The first two police officers who arrived at the scene should have immediately secured the situation.

They would identify and isolate the aggressors and immediately take care of the safety of the victim, in this case, the attacked waiter.

After securing the scene, the police would immediately request reinforcements, notifying other police structures for support if needed.

Given that a police officer was also involved in the incident, the presence of judicial police and an investigative officer would be urgently required.

Më tej, efektivët do të përgatisnin menjëherë një procesverbal konstatimi, duke përfshirë vendin, datën dhe orën e incidentit, identitetin e saktë të agresorëve dhe viktimës, një përshkrim të detajuar të ngjarjes sipas dëshmitarëve okularë, dëmtimet trupore të viktimës dhe dëmet materiale të evidentuara.

Në vijim, policët do të intervistonin dëshmitarët e pranishëm, përfshirë stafin, klientët dhe pronarin e hotelit. Deklaratat e tyre do të përfshiheshin në dokumentacionin zyrtar për t’i shërbyer hetimit.

Agresorët, duke qenë në flagrancë, do të shoqëroheshin menjëherë në komisariat, ndërkohë që Agjencia e Mbikëqyrjes Policore (AMP) do të informohej menjëherë, duke nisur procedurat për efektivin policor Ardian Isufi.

Në fund, Prokuroria e Rrethit do të njoftohej urgjentisht, për të siguruar praninë ose udhëzimet e prokurorit të gatshëm për procedurat e mëtejshme hetimore. Në përfundim të veprimeve paraprake, dy policët e parë në vendngjarje do të përgatisnin një raport shërbimi të detajuar, duke e dërguar atë tek eprorët dhe organet e Prokurorisë.

Raporti do të përshkruante ngjarjen, masat e ndërmarra dhe veprimet e kryera deri në atë moment.

Në vijim, AMP do të kryente hetimin e brendshëm disiplinor dhe penal ndaj efektivit Ardian Isufi, Prokuroria do të regjistronte çështjen duke nisur procedurat penale ndaj agresorëve, ndërsa Drejtoria Vendore e Policisë së Vlorës do të merrte masa administrative duke pezulluar efektivin policor të përfshirë në incident.

Nëse këto hapa do të ishin ndjekur me korrektësi dhe profesionalizëm, ngjarja do të ishte trajtuar në mënyrë shembullore, duke dhënë një mesazh të qartë se askush nuk është mbi ligjin.

Por dikush, me vetëdije te plote, mori vendimin qe policia te mos ishte prezent në vendngjarje. Pse? Mbase për t’i dhënë kohë kolegut të largohej, mbase sepse nuk donte ta përfshinte dhe deri diku ta mbronte kolegun e përfshirë në një akt të paligjshëm pasi incidenti mund të ndikonte në karrierën dhe punën e tij.

Por çfarë solli ky “nder” dhe “tolerance” e “dikujt” ne polici për të zbatuar ligjin?

Pronari i hotelit mbërriti në vendngjarje rreth orës 21:00 dhe ajo që gjeti ishte alarmante. Kamarierët ishin trembur dhe fshehur dhe refuzonin të shërbenin, klientët të konfuzuar që kërkonin të largoheshin por nuk gjenin dot kamarierët për të paguar.

Dy agresorët sfidues dhe që refuzonin të largoheshin. Konflikti nga verbal eskaloi në përplasje fizike dhe agresoret më në fund u larguan të detyruar.
Në orën 22:30, 2 ore mbasi incidentit fillestar, mbërriti ne vend-gjarje nën-drejtori i policisë Vlorë, Klodian Kondi, civil dhe ne menyre informale, dhe vetem per te terhqur pamjet filmike.

Ky fakt provon qartë që Klodian Kondi abuzoi me detyren dhe besimin e qytetareve dhe shkeli ligjin dhe nuk e solli policinë në vendngjarje për të “mbrojtur” kolegun e tij.

Por çfarë e lidh Ardian Isufin me Klodian Kondin? A jane ata dy police te kompromentuar qe “mbrojne” njeri tjetrin?

Ardian Isufi nuk është aspak një emër i ri për qytetarët e Vlorës. Në fakt, ai është bërë një lloj legjende urbane.

Ish-shef i policisë rrugore, Isufi është akuzuar në mënyrë të përsëritur për sjellje arrogante dhe fyerje të qytetarëve dhe kolegëve. Sipas burimeve anonime të JOQ Albania: “Isufi përdorte një gjuhë tepër banale, fyente qytetarët dhe qarkullonte me një Range Rover luksoz pa targa, si një gangster i vërtetë.”

Një qytetar tjetër shprehet: “Djali i tij reklamon në Instagram makina luksoze, përdor fenelina policie dhe shkel rregullat e qarkullimit rrugor pa frikë. Çfarë polici blen makina 100 mijë euro?”

Gjithashtu, një dëshmi tjetër për aktivitetin e dyshimtë të Ardian Isufit vjen nga një koleg i tij, efektivi i policisë rrugore Rexhep Llaçaj, e dhënë gazetarit Enrik Mehmeti.

Llaçaj rrëfen se prej janarit të vitit 2021, i është dashur të kujdeset për bashkëshorten e tij të paralizuar, pas një aksidenti tragjik në vizat e bardha – një ngjarje që, sipas tij, nuk u zbardh kurrë.

Ai akuzon drejtpërdrejt Ardian Isufin, i cili në atë kohë ishte oficeri i policisë gjyqësore i çështjes, për fshehjen e provave dhe manipulimin e ngjarjes.

Sipas dëshmisë së Llaçajt, më 24 janar 2021, bashkëshortja e tij dhe dy fëmijët e mitur po kalonin rrugën kur u përplasën nga një automjet; gruaja qëndroi për muaj të tërë në koma dhe sot është e paralizuar, ndërsa fëmijët kanë mbetur të traumatizuar.

Edhe pse vetë efektiv policie, kur ai kërkoi pamjet filmike nga bizneset përreth vendngjarjes, u njoftua se efektivë të tjerë kishin mbërritur më parë dhe i kishin fshirë.

Një vit më vonë, kur i kërkoi llogari Ardian Isufit – i cili tashmë ishte emëruar drejtues i sektorit të Qarkullimit Rrugor dhe epror i tij – për dosjen dhe të dhënat e ngjarjes, Llaçaj u transferua nga sektori.

Duke e cilësuar Isufin si një individ që manipuluar sistematikisht ngjarjet për interesa personale apo për të mbuluar të vërtetën, Llaçaj i bën thirrje Prokurorisë të rihapë çështjen e bashkëshortes së tij, por edhe të hetojë me seriozitet të gjithë veprimtarinë e Isufit ndër vite, e cila, sipas tij, është mbuluar nga heshtja dhe frika.

Klodian Kondi, nën-drejtor aktual i policisë së Vlorës, gjithashtu ka një CV të zezë të denjë për filmat e gangsterëve. Përpara këtij incidenti, ai ka qenë i akuzuar për mbrojtje të ndërtimeve pa leje në Sarandë dhe dhunë të hapur ndaj qytetarëve në Sarandë dhe Rrëshen.

Emirion Mandrea, një i ri nga Rrësheni, dëshmon: “Më goditën, më thyen hunden dhe krahet. Policia pretendoi se isha vetëdëmtuar duke goditur murin me kokë. Nje pretendim absurd. Pse duhet ta beja!” Është e qartë: këta janë njerëzit që supozohet të na mbrojnë. Por kush na mbron ne nga ata?

"The law that" and "the clowns break every day"

On paper, the law is clear. The State Police Ethics Manual strictly prohibits the use of force without cause and requires correct, professional, and transparent behavior from every police officer.

The Criminal Code also clearly defines serious violations as "abuse of duty" for any action or omission that obstructs the administration of justice.

The absurd delay, the diversion to another address, Klodian Kondi's inaction, and Ardian Isufi's violence are all violations that deserve not only suspension from duty, but criminal prosecution.

But the Albanian reality is a tragic comedy: the law is for ordinary citizens, not for "VIPs" in uniform. How many more incidents need to occur for institutions to realize that the trust of citizens is being completely lost?

Here are the articles of the code of ethics and the penal code that the 'adrianisufs' and 'klodiankonds' of the Albanian police use as toilet paper.

1. Article 3 – Principles of Police Ethics “Police officers are obliged to: Refrain from unnecessary use of force; Show respect, prudence and self-restraint in all circumstances.” This article was blatantly violated by Ardian Isufi, who used unnecessary force and showed no respect or self-restraint.

2. Article 10 – Relations with citizens "A police officer must not use any form of improper behavior, including insults, threats or violence, both verbal and physical. In the case in question, this provision was seriously violated, as Isufi exercised physical violence against the waiter, exceeding every limit of professional behavior.

3. Article 18 – Use of Force “The use of force is only justifiable: when necessary; proportionate to the risk; and based on the law.” The violence used by police officer Isufi for a banal reason such as a wrong order does not meet any of these conditions and constitutes a flagrant abuse of duty.

Law No. 108/2014 “On the State Police” - Article 119 "A police officer is punished with expulsion from the ranks of the police if he: exercises violence against citizens; uses his position for arbitrary actions or actions that discredit the institution."

The incident with Ardian Isufin is precisely the typical example of this article, requiring immediate measures and his dismissal from duty.

" These facts make the question even more urgent: How long will the State Police let the 'Adrian Isufs' and 'Klodian Konds' enjoy themselves at its expense? That remains to be seen... "
