A large-scale police operation codenamed "Alienation" has led to the dismantling of a suspected criminal scheme for the illegal alienation of properties in Dibër. The Blues report that after a 7-month investigation, 14 security measures have been executed against employees and former employees of the State Cadastre Agency, as well as against several people suspected of having benefited from the forgery of documents.

Three people have been declared wanted: Danjel Gjura, Deputy Director of ASHK, Dibër, former director of this institution and former candidate for deputy of the Socialist Party in the last elections.

He is accused of the criminal offenses of "Fraud" and "Forgery of documents." Those arrested are Teshar Doçi (the beneficiary), Fatjon Çakrri (a relative of Teshar Doçi).

The measure of compulsory reporting was also imposed on 6 others, all employees of the Cadastre, accused of falsifying documents. These are: E. V, Cartographer; G. H, Head of the Legalizations Sector; V. Gj, Lawyer in the Cadastral Services Sector; Xh. H., Cartographer in the Legalizations Sector; D. D, Cartographer in the Cadastral Services Sector; F. P, ​​Cartographer in the Cadastral Services Sector. Citizen E. D (wife of Teshar Doçi) was also ordered to report for the criminal offense of “Fraud”, committed in collaboration.

The operation, the result of a 7-month investigation, to uncover a criminal scheme of forging documents, with the aim of illegally alienating real estate. 14 security measures are being executed, for employees/former employees of the State Cadastre Agency, Dibër, and for several citizens, relatives of each other, in whose favor it is suspected that the properties have been alienated. 3 citizens are declared wanted.

Following the procedural actions carried out within the framework of a 7-month investigation, with proactive methods, pursued in coordination with the Dibra Prosecutor's Office, with the objective of documenting the criminal liability of several citizens involved in an organized scheme for the illegal alienation of immovable properties in Dibra, through forged documents, by specialists of the Serious Crimes Investigation Sector, in cooperation with the services of the Dibra Police Commissariat, the services of the "Eagle" Special Force and the services of the Tirana Local Police Directorate, the operation codenamed "Alienation" was finalized.

Within the framework of this operation, in accordance with the decision of the Dibër Judicial District Court, the following security measures were executed:
• "Arrest in prison", for citizens TD and F. Ç., relatives of each other, for the criminal offenses "Fraud" and "Forgery of documents", committed in collaboration;

•“House arrest”, for citizens K. Xh., former field measurement specialist at the KSA, Dibër, and RL, with the position of Head of the Legalization Sector at the KSA, Dibër, for the criminal offense “Forgery of documents”, committed in collaboration;
•“Obligation to report to the Judicial Police”, for the criminal offense “Forgery of documents”, committed in collaboration, for citizens:

-EV, with the position of Cartographer in the Cadastral Services Department, Dibër; -GH, with the position of Head of the Legalizations Department in the Cadastral Services Department,
Dibër, Former Lawyer of this Department; -V. Gj., with the position of Lawyer in the Cadastral Services Department in the Cadastral Services Department, Dibër; -Xh. H. , with the position of Cartographer in the Legalizations Department in the Cadastral Services Gj., acting Deputy Director of the State Cadastre Agency, Dibër, Former Director of this institution, for whom the security measure "Arrest in prison" has been imposed, for the criminal offenses "Fraud" and "Forgery of documents", committed in collaboration; -AM, with the duty of Notary, for whom the security measure "House arrest" has been imposed, for the criminal offense "Fraud", committed in collaboration; -NU (relative of citizen TD), for whom the security measure "Compulsion to report to the Judicial Police" has been imposed, for the criminal offense "Fraud", committed in collaboration. The investigations suspect that citizens with current and previous duties at the State Cadastre Agency, Dibër, and the notary, in collaboration with each other, have forged documents and committed other illegal administrative actions, with the aim of alienating immovable property, in favor of citizen TD and his family members.









Work continues to arrest the wanted citizens, as well as the investigation to identify and bring to criminal responsibility other citizens who may have been involved in this activity. The procedural materials were referred to the Prosecutor's Office at the First Instance Court of General Jurisdiction in Dibër, for further action.
