After 6 months of investigations, the state police announces that it has arrested a 20-year-old, Ermes Hoxhalli, for the fraud scheme with American visas, which were promised to high school students with high results in Albania.

On June 6, through a statement, the US Embassy in Tirana announced that the project known as "Let's Talk Together About US24" was deceiving by claiming to be funded by the US government, as it had no connection with the US Embassy and the Department of the US State.

Today, the Police announce that they have arrested a 20-year-old man from Devolli, who, according to them, was involved in a large fraud scheme, targeting the education system throughout the country.

The programs promised students and teachers free trips to the United States. The arrested EH had created a false identity, engaging with officials of the Ministry of Education and other educational institutions throughout Albania. Hundreds of students, teachers and education officials throughout Albania participated in these fraudulent programs.

On 22.07.2024, citizen EH, 20 years old, resident of Devoll, was arrested. 

The Criminal Police Department, in cooperation with the Criminal Investigations Unit at the Diplomatic Security Service of the United States Embassy in Tirana, under the direction of the Prosecutor's Office of the General Section of Tirana, has executed an "Arrest in Prison" security measure, issued by The Court of General Jurisdiction Tirana, for the criminal offenses "Computer forgery" and "Forgery of documents".

After a six-month investigation, by a special investigation group, consisting of officers of the Criminal Police Department and investigators from the Office of Criminal Investigations at the Embassy of the United States in Tirana, under the direction of the Prosecutor's Office of the General Section of Tirana, a fraud scheme organized by the already arrested citizen EH, who defrauded educational institutions, with the so-called "Let's Talk Together about US 23" and "Let's Talk Together about US 24" projects.

The programs promised students and teachers free trips to the United States. The arrested EH had created a false identity, engaging with officials of the Ministry of Education and other educational institutions throughout Albania. Hundreds of students, teachers and education officials throughout Albania participated in these fraudulent programs.

The Albanian State Police thanks the Prosecutor's Office of the General Section, Tirana and the Criminal Investigations Unit at the US Embassy in Tirana, for their help in this complex investigation and for their partnership.

What do we know so far about the "project"?

"Let's Talk Together About US" was apparently something very official and regular, even with an official page, where Lamaj and her colleagues were introduced to everyone interested. This scheme, so curated, apparently had its roots spread throughout the country, but focused on gymnasiums. 

"During the continuity of the project, the participating students are given a number of opportunities to participate in activities and design various project ideas. All Albanian public education schools are part of it, and about 16,000 graduating students. Each school has a coordinator who shapes the Structure of Coordinators, which consists of the Director's Cabinet and two Evaluation Commissions," it is written in the presentation made on the page. 

However, apart from Lamaj and her colleague, investigations are continuing to reveal the scale of this scheme and the people who have fallen prey to it.
