Rame Geci

The oligarch of the tower in the center of Tirana, Ramë Geci , part of the SPAK file for road tenders in Albania, is one of the biggest beneficiaries of public money and assets.

Geci finalized his corrupt benefits and favors through the construction company Geci shpk, a company he founded in 1994.

Over the past few years, Ramë Geci, through the company Geci shpk, has benefited from around 90 million euros of public funds through tenders alone and in collaboration, mainly through table bargaining and with winning bids almost equal to the limit fund. Over the past 5 years, over 72 million euros from the state budget.

Ramë Geci has benefited from public money through tenders and clientelistic contracts from the Albanian Regional Authority, the Albanian Development Fund, the Municipality of Tirana, etc.

How Ram Geci wins tenders

Based on the SPAK file on road tender affairs, on August 24, 2021, Deputy Prime Minister Belinda Ballullu wrote to the head of the ARRSH that she had asked Prime Minister Edi Rama to meet with oligarch Ram Geci, who was seeking the tender worth 12 million euros with the object ' Construction of Porto Romano Durrës road, lot 3 '. Vis Berberi responds that Ram Geci had met the Prime Minister that day.

Berberi had received this information from Geci himself, after the two had taken a tour of the construction site of the Great Ring Road.

What happens next?

Three weeks after these conversations and meetings, on September 16, 2021, the ARA headed by Evis Berber announces the procurement procedure with the object " Construction of Porto Romano Street Durrës, Lot 3 (continued) ".

On November 16, 2021, the ARA announced the winner of the tender, the company Geci shpk, owned by Ram Geci. Ramë Geci's 'winning bid' is almost as much as the limit fund.

Since the winner was determined by bargaining at the table, other lower bids were disqualified.

It is an illustrative example of how the state budget is allocated to oligarchic clients.

Ram Geci goes to Rama and asks for the next tender. Rama puts Balluk in motion.

For her part, Balluku puts Berberi in motion. Meanwhile, Berberi carries out the order, seals the papers and gives the tender to Ramë Geci, who has received around 90 million euros in public tenders alone and in collaboration./ Prapaskena
