The 1.3 billion euro concession for the construction of the Thumanë-Kashar highway was predetermined by bargaining at the table for the oligarch Bashkim Ulaj a year before the tender was announced. This criminal fact is confirmed in the 16 thousand page SPAK file for road tenders in Albania, also known as the file of Deputy Prime Minister Belinda Balluku. The criminal fact of the manipulation of the Thumanë-Kashar tender in favor of Bashkim Ulaj, known as the 'ATM' of the Berisha Family, emerges from the content of the conversations between Belinda Balluku and the former head of the ARRSH, Evis Berberi.
On June 15, 2021, at lunch, Belinda Balluku writes to Evis Berberi, informing him that she met Bashkim Ulaj and that they talked about the Thumanë-Kashar concession, under investigation by SPAK as a suspected corruption affair.
Among other things, Balluku writes to Berber that 'I am doing him the honor of life with Thumanë-Kashari, so he will be torn to pieces... He is very isolated and hopeless, so he could become a great soldier. He never sold Agoll (Dritan Agoll) and made him king'.
Berberi writes to Balluk that Bashkim Ulaj has no way of selling Dritan Agolli after they have worked together for a long time. (We recall that the head of the ADF Dritan Agolli was an employee of Bashkim Ulaj's company Gener 2. Agolli, after becoming director of the Albanian Development Fund, gave tens of millions of euros in tenders to Bashkim Ulaj. In exchange, Ulaj gave Agolli apartments and offices for his wife and son's businesses).
Meanwhile, according to the SPAK file, Vis Berberi requests a meeting with Balluku to talk about the issue of the Thumanë-Kashar concession, earmarked for Bashkim Ulaj, for which Balluku says he has done him the honor of a lifetime.
In May 2022, the Ministry of Infrastructure and Energy, headed by Ms. Balluku, signed a contract with the Gener 2 company of Bashkim Ulaj for the construction and maintenance of the 21 km Thumanë-Kashar road, worth 245 million euros.
In addition to the extremely high construction cost of 245 million euros for 21 km, the concessionaire Bashkim Ulaj also installed a beam. At the end of 35 years, it is predicted that the concessionaire will benefit from about 1.3 billion euros excluding VAT. Also in the contract made public, the state places a 22.8 million euro guarantee for 8 years if the private sector does not collect the planned revenues.
If Greece spends about 4 million euros on 1 km of road, in Albania the cost is three times higher, about 12 million euros. It is practically the cost of corruption. Not only that. The Thumanë-Kashar road is beyond any standard, becoming a danger for drivers. There is a disconnection in the connection at the bridges, while the asphalt layer has begun to bend due to the abuse of compaction, to maximize profits and cover up the theft of public money.
Where did the money end up?
There are strong suspicions that half of the fund for the construction of the Thumanë-Kashar road has been embezzled and divided according to roles. SPAK is verifying the movement of money after the transfer from the state budget to the Bashkim Ulaj company. SPAK is also verifying several transfers made by the 4 AM company outside Albania. The company has benefited from hundreds of millions of euros in public tenders. The owner of the company is Ardit Metaliaj, a former employee and derivative of Bashkim Ulaj.
Bashkim Ulaj repeats, 28 million affair with DH Albania
In the fall of 2018, former head of ARRSH Afrim Qendro, former head of OST Klodian Gradeci and oligarch Bashkim Ulaj finalized a corrupt affair worth 28 million euros through the fake and phantom company DH Albania, camouflaged in the name of Bashkim Ulaj's counterman, Avdjol Dobi.
The corruption affair was not ordinary, as the 'Albanian craftsmen' had forged documents as if their company was the Albanian branch of the American company Dunwell Haberman. The heads of this corruption and forgery scheme, the oligarch Bashkim Ulaj, Afrim Qendro who signed one of the 18 million euro tenders and Klodian Gradeci of OST, escaped because SPAK had not yet been established.
Afrim Qendro was only questioned as a person who had knowledge, while Ulaj was not investigated. The story ended with the 6-month prison sentence of Ulaj's counter clerk, Avdjol Dobi, who in fact did not work a single day. The closure of this file is a separate story of corruption, which remains a challenge for SPAK.
Corruption scheme / Dritan Agolli of the ADF awarded tenders, Bashkim Ulaj gave offices to his wife and son's businesses
The head of the Albanian Development Fund, Dritan Agolli, and oligarch Bashkim Ulaj are involved in a corruption scheme with public money. Dritan Agolli has given the company Gener 2 million euros in public tenders. In return, Dritan Agolli's wife and son, Rovena and Flladi Agolli, have received offices and apartments in the towers on the lake dam, built by Bashkim Ulaj's company "Gener 2". Dritan Agolli has also been employed in this company for a long time, while "Gener 2" is the largest beneficiary of public funds.
Bashkim Ulaj over 3 billion euros in public money and assets
These are almost unbelievable and staggering figures in relation to Albania's annual budget, but the letters of benefits and episodes of corruption are official. They are there, challenging equality before the law, the public interest and the new justice, from which not even a fish crate, a canal in Lushnje, a combine harvester, a goat or a petrol tank can escape.
The Berisha family oligarch, Bashkim Ulaj, is the beneficiary of public money and assets worth over 3 billion euros, through clientelistic, corrupt tenders and concessions with false documents, through environmental crime permits for hydropower plants in protected areas, quarries and cement plants, through the demolition of national roads, towers and the construction of roads that were built once, such as the Milot-Thumanë axis, etc.
No other oligarch or client can approach Bashkim Ulaj for benefits, who, not coincidentally, is never swayed by Sali Berisha and Ilir Meta, their bees, bees, mules, and media hounds.
Bashkim Ulaj has received over 2 billion euros in tenders and concessions with the Gener 2 company with Rilindja. Tenders for Baci are given seemingly after eating raw meat and drinking 4-5 thousand bottles of expensive wine, while the ARRSH, ADFH and large municipalities simply prepare the papers. Let SPAK investigate a practice with a flag of corruption, where the limit fund is the winning bid, while not even a single contract has been implemented without stealing the volume of works, deviations from the project and the quality of works.
Bashkim Ulaj has won around 300 million euros in tenders with the company 4 AM, which it has transferred to the name of Ardit Metaliaj. This company has been caught several times with forged letters and cheating in the implementation of contracts, but has always escaped punishment.
Meanwhile, the concession of the Thumanë-Vorë-Kashar road will cost Albanians 1.3 billion euros (1.56 billion euros with VAT), with the beneficiary being the Bashkim Ulaj company, which entered the market and became rich from Sali Berisha's hand when he came to power in 2005.
Bashkim Ulaj has benefited from hundreds of millions of euros from the DP and SP government with corrupt permits for hydroelectric power plants in Valbona, hydroelectric power plants throughout the North, quarries, rivers, etc.
Bashkim Ulaj is behind several hydroelectric power plants in Zalli i Qarishta, the Suha e Sipërme hydroelectric power plant, the "Suha" hydroelectric power plant, Seta, etc., in addition to hydroelectric power plants in Valbona, all of which are in violation of the law and involve false documents, including the forgery of signatures of village residents.
The Roskovec scandal is another affair denounced as corrupt with beneficiaries from oligarchs close to the Berisha family, a family which, ironically, organizes protests against government corruption.
The benefits of the Berisha oligarch do not end. The biting of the condras below Kruja was done with the never-satisfied mouth of Bashkim Ulaj, but with the permission of the Berisha government and then of Rilidja.
His name is associated with towers and palaces, deals for power plants, the snaking of Albania's roads with fiber optics, the destruction of the Rana e Hedhur, terrible and irreparable environmental crimes, and a plan to seize oil fields.
Five apartments in the building on Mustafa Matohiti Street and the office in the tower near the stadium are just a tip that Ulaj gave to Sali Berisha, who was the first to put Baçi's hands in public money and assets.
But, surprisingly, what Ulaj has benefited from Berisha's rule is modest compared to the affairs that Ulaj has finalized after 2013, when the Socialists came to power.
There is no doubt that Bashkim Ulaj would not have been able to receive even five lek without corrupt ties with power circles, without 'respecting' those who do business papers, without corrupting directors, mayors, ministers, prosecutors and judges, especially without the clientelist ties with the Berisha Family./ Prapaskena.al
