Former Minister of Health Ilir Beqaj has traveled abroad several times in the company of businessman Ilir Rrapaj, as the procedure for the 100 million euro sterilization concession was being prepared in the offices of the ministry headed by him.

In the file of the Special Prosecutor's Office for the concession of sterilization of surgical equipment, it was discovered that Ilir Beqaj, then Minister of Health, and businessman Ilir Rrapaj, as well as the administrator of the concession company Sani Service, traveled together.

Rrapaj traveled to Austria and Italy accompanied by Beqaj and former deputy minister Klodian Rrjepaj.

During the preliminary investigations, on November 15, 2021, a review of the TIMS system was carried out for the data of the citizens Ilir Rrapaj, administrator of Investal, Klodian Rjepaj, chairman of the Commission for the procedure of the Concession granting commission, Umbro Staccini, Italian citizen, administrator of Tecnosanimed and one of the main actors of the Concessionaire Sani Service, Ilir Beqaj, the holder of the Contracting Authority and Admir Daca, administrator of Sani Service.

From the minutes, the entries and exits of these persons from the territory of the Republic of Albania were also observed, where it turned out that:

Citizens Ilir Rrapaj , Ilir Beqaj and Klodian Rjepaj entered Albania at the Rinas border crossing point, from Italy, on June 15, 2014 at 21:12, 21:14 and 21:10 respectively.

From the review of the data from the official website of the Ministry of Health and Social Protection, it appears that on June 15, 2014, a post was made about the meetings held by the Minister of Health Ilir Beqaj and Klodian Rjepaj on June 13, 2014. This period coincides with the preparatory actions of the Concession.

- Citizens Ilir Rrapaj and Klodian Rjepaj left Albania at the Rinas border crossing point, with the Rome airline, on March 26, 2015, at 16:34 and 16:25 respectively (this period coincides with the announcement of the tender announcement within deadline for submission of offers).

For this trip, Klodian Rjepaj received "authorization for service abroad", dated March 18, 2015, to participate in a working visit to the region of Umbria, Italy, for official meetings with the high health authorities of the region in implementation of the agreement between the region of Umbria and the Ministry of Health.

Ilir Rrapaj is one of the main actors as part of Confimi Umbria, in the cooperation of the Umbria Region with the Ministry of Health.

– Shtetasit Ilir Rrapaj, Umbro Staccini dhe Klodian Rjepaj kanë dalje nga Shqipëria në pikën e kalimit kufitar Rinas, Peruxhia më datë 13 prill 2016, përkatësisht në orën 13:14, 13:07 dhe 13:10.

– Shtetasit Ilir Rrapaj dhe Klodian Rjepaj kanë dalje nga Shqipëria në pikën e kalimit kufitar Rinas, me linjë ajrore në datë 24 nëntor 2016 përkatësisht në orën 11:33 dhe 11:34.

- Citizen Admir Daca , administrator of the concessionaire company Sani Service since December 1, 2015, which won the concession subject to investigation, and citizen Ilir Beqaj , currently serving as Minister of Health, have exited Albania at the border crossing point Rinas, with the Vienna airline on September 25, 2016, at 2:15 p.m. and 2:06 p.m., respectively.
