Spiropali, goal in the first minute: A speech-platform from a citizen for
Elisa Spiropali

It was a coincidence that Speaker Spiropali gave her first public speech on a seemingly historical or peripheral issue, the exiles from the communist dictatorship in the Porto Palermo camp.

Invited to the event "The other Porto Palermo, from the camp, to the memorial", organized by the Archives Authority, on the European Day of Remembrance for the Victims of Communism and Fascism, Spiropali used this opportunity to present her ideas on integration, political coexistence and social cohesion in Albania.

By carefully analyzing the speaker's speech in the presence of an audience of former political victims, it is understood that she spoke to be heard beyond this social and political grouping. And he achieved his goal.

1. The universalization of persecution by all non-democratic or pre-democratic regimes

Spiropali "broke" the borders of those persecuted by communism, by "uniting" three categories of persecuted, from Zog's regime, the regime of the Nazi-fascist invaders and Enver Hoxha's regime.

He even cleverly found an emblematic figure of the Coast, exiled and condemned by three regimes, Petro Markon.

"Opponent of every regime, free spirit and soldier of freedom, Petro Marko, before being locked up in exile on the Italian island of Ustica, was exiled in his homeland, in his village. The persecution that affected Petro Marko marked the communists as prisoners in the beginning when they fought for the liberation of the country, and the anti-communists afterwards who wanted an Albania facing the west."

Recalling with pain and respect, the 82 men, 62 women and 37 children, who lived with death in the dungeons of the Porto Palermo castle, he underlined that "The victims of the totalitarian regime deserve all the honor and respect of society and generations. But also the patriots and anti-fascist fighters, who had begun to organize against the invaders, would experience the same fate, also in other internment camps, in Albania and Italy."

Expanding the concept and categories of the persecuted, he calls for reconciliation, "leaving the punishment not to the hatred of revenge, but to the judgment of history and democratic institutions."

2. The former of the owners will go out of circulation, the former of the persecuted will remain!

Through the parallel for two of the social groups most affected by communism: the former persecuted and the former owners, he found the opportunity to expose, in addition to the attention of the Rama governments towards them, also a difference that few people think of.

"Our goal is that the more these rights are restored to the owners, the more we will remove that stigma of being "former", which has been a heavy burden in social justice policies, especially those of ownership. "

Pronounced this today and, moreover, declared in the territory of the Municipality of Himara, takes on a great significance.

"The more the former persecuted are reintegrated into democratic life and society, the more the term ISH will remain a sign of the totalitarian past, a reference of history.

We are removing the ISH quality of the owners because they are enjoying and will really enjoy their properties.

The ISH quality for the persecuted will be because there are no young persecuted and there will never be.

3. The multidimensional nature of the issues of the former persecuted and the removal of the party monopoly of the DP.

In a programmatic analysis of the state, Spiropali looks beyond the moment and analyzes the multidimensional nature of the issue of the former persecuted in the context of liberal democracy.

It underlines the political dimension and the obligation of society, the state and institutions to fully recognize the dimensions of this political and social trauma and create the conditions for rights and freedoms to flourish for everyone, and in all these processes the former persecuted enjoy access, inclusion, contribution and prosperity.

It highlights the economic dimension, calling indirectly for the speeding up and ending of financial compensation and underlining that "We must create the conditions for economic freedoms and free markets to be the access and destination of this social group."

Speaking about the legal dimension, she openly announced her commitment that "the Assembly will complete and improve the legislation for the treatment, dignity and prosperity of the former persecuted, the recognition of their political, human and national heritage, as part of history and national heritage. "

And it openly intends to remove, in fact rightly, the DP's monopoly on the former persecuted. "Thanking the Authority and parliamentary groups for these proposals, and since these issues are not and should not be party issues, I aim for the support and consensus of all parliamentary groups for their review and approval."

After this promise, the stake has been raised very high and the bills that have been filed in the Assembly are expected to see the light of approval very soon.
