The parliamentary group of the Democratic Party has reacted after the letter of the president today addressed to the Assembly of Albania where he asks for a solution regarding the issue of microcredits.
The parliamentary group expresses the same concern as the president and is ready for a Special Commission on this issue in the Assembly. On the other hand, the parliamentary group invites the president to forward his findings related to microcredits to SPAK.
The reaction of the democratic parliamentary group:
The members of the opposition in the Commission of Laws got acquainted with the messages contained in the letter of the President of the Republic SH.TZ Bajram Begaj, regarding the unbearable individual drama of the victims of the "robbery of microcredits", through a criminal scheme involving state institutions, companies of microcredits, enforcement companies, lawyers or other private persons.
The opposition, its deputies, in Commissions or plenary session, have raised the concern several times, appealing to the colleagues of the majority and state institutions for a constructive discussion on this negative phenomenon and finding appropriate solutions, truthfully reflecting what happened and not becoming a shield of lawlessness. Specifically, these concerns were raised coherently and without any politicization by the parliamentary opposition, namely in the hearing of the Economy Committee, dated 21.05.2024, and the plenary session of the Assembly, dated 18.07.2024, during the report of Governor Gent Sejko.
We consider today's position of the President of the Republic as his first act in these 2 years of exercising his office, where he decided to fulfill his constitutional duty as Head of State and representative of the unity of the people, appealing to the Assembly, namely the parliamentary majority , to act in defense of the public interest and evaluate and undertake the necessary measures to hold the relevant institutions accountable and offer solutions to citizens.
The findings of the President on the issue of microcredits are in line with the positions that the DP Parliamentary Group has held for a long time.
Specifically, the DP Parliamentary Group has found that the Regulation of the Bank of Albania was changed in 2016 to legalize the illegal purchase of loans from non-banking financial institutions even though they were not licensed for this activity, the Governor of the Bank of Albania ignored the complaints and the numerous denunciations of citizens, and that the Ministry of Justice was sloppy in the proceedings and disciplinary punishment of private bailiffs who abused their duties. In this sense, the repetition of these concerns by the President of the Republic is one more incentive for the Assembly to act, without delay and without party differences, in defense of the public interest.
And precisely in response to the concerns raised by the President of the Republic, the Parliamentary Group of the Democratic Party expresses its willingness to, at the beginning of the new parliamentary session, support the establishment of a special commission to control the implementation of the law by the responsible institutions, to bring out the responsibilities institutional and prepared the necessary recommendations for the review, change or improvement of the relevant legal framework, providing solutions to the life drama of thousands of families in need.
In the meantime, we take the opportunity to invite the President of the Republic to forward his findings and conclusions to SPAK, as far as they can help the criminal investigations that are being carried out on the case, as confirmed by the head of SPAK in the plenary session of 15.07.2024, in response to the concerns raised by the Parliamentary Group of the Democratic Party regarding the issue of microcredits. The encouragement of the President of the Republic that the justice bodies act without delay and bring before the law whoever has abused at the expense of the citizens, would increase the confidence that even for the institution of the President of the Republic, the time of impunity has ended.
