IPARD represents the main auxiliary instrument in support of Albanian agriculture.

On the 14th, a letter from the Directorate of Agriculture and Rural Development of the European Commission arrived in the protocol of some Albanian institutions.

In the bombshell letter, the European Commission informs the Albanian government that it has suspended grants for agriculture from the IPARD program, due to corruption and non-compliance with legal procedures by AZHBR in their distribution.

But what is Albania losing?

IPARD II

The high need for financing in the field of agriculture has caused the number of applications to benefit from funds to exceed expectations. On January 25, applications for IPARD 2 program funds were closed, with a funding amount of 30 million euros.

The IPARD program for Albania is an action plan (measures) with financial support for agriculture and rural development, at the level of 75 percent from European Union funds and 25 percent from Albanian government funds.

The total budget available for this call is 4.1 million euros, of which 75% or 3.075 million euros is a contribution from the EU and 25% or 1.025 million euros is a contribution from the state budget. The total eligible expenses for the requested assistance will be in the minimum limits of 10,000 euros and the maximum of 400,000 euros.

The grant made available is 65% of the total eligible investment costs. Submission of applications starts from January 10, 2022 to February 25, 2022, via postal delivery or hand delivery.

IPARD III

On March 30, the European Commission opened the green light for the IPARD III Program for Albania, with funding of 146 million euros in the years 2023-2027, or 56 percent more funds than the IPARD II program, in support of Albanian farmers, agriculture and agribusiness. In the IPARD III program in Albania, new support measures would be introduced for the first time, in sectors dealing with farm diversification, medicinal plants and rural tourism.

All this money will escape from the hands of Albanian farmers, "thanks" to the Ministry. The European Commission warns the Albanian government that it may exclude Albania from the IPARD III program, which until 2027 is expected to disburse 146 million euros in grants to Albanian farmers, if the government does not quickly correct all the abuses found.

4 years without funding, due to corruption in AZHBR

Prime Minister Edi Rama has called an urgent meeting to discuss the actions that will be taken by the Albanian authorities, while it is not known how far the revelations of the OLAF investigations go and who are the Albanian officials implicated in it.
