The recount of votes in Tirana has also revealed the trafficking of ballots within the preferential list of candidates.
On the Democratic Party list, Ilir Alimehmeti claimed that many of his votes had gone to other candidates.
But what emerged from the first 207 ballot boxes was the fact that Alimehmeti's record shows that he has 20 more votes than he actually had in the ballot box.
Among the Democrats, the candidates with more votes in the minutes than in the ballot box are Petrit Gjorgji with 45 votes, Albi Jahelezi with 22 votes, Edit Harxhi with 15 votes and Ilir Meta with 13 votes.
Meanwhile, Alimehmet's rival to enter the winning list, Jorida Tabaku, has 9 more votes that will be removed after the recount.
The most "persecuted" Democratic candidates in the first count were Asllan Dogjani with -14 votes, Salvador Kaccaj with -17 votes and Ilda Zhulali with -14 votes.
