The wonders have not stopped with the candidate of the coalition led by Ilir Meta's "Freedom Party" in the Municipality of Elbasan, Luciano Boçi. A few days ago he presented and publicly signed a memorandum of cooperation with a company called "F5 Finance LTD". The company was actually registered in the UK in 2020 and held the status of a suspended company. Apart from the cash balance that it claimed to possess, it was not present in any similar project while it has been a "dormant" or suspended company since the day it was founded in the United Kingdom.

As if that wasn't enough, Boçi returned the other day with another gem. This time he made sure that no media representatives were present in Elbasan, but only his close campaign staff. He announced the signing of a cooperation memorandum for the construction of a solar park in the city of Elbasan. The text of this document, which was declared signed, was not disclosed to you by any representative of the media, to whom I distributed only a brief notice.

The announcement shared by Boçi is very interesting. As in the first case, also this time the play alongside Boçi is played by an Italian character introduced as engineer Gabriele Daini. As for what this man represents, a Google search is enough and you will understand that he is just an anonymous person. Boçi initially says that he has signed a memorandum with a partner company of the European Edison group. Then he says that he signed with Daini as the director of the company E-Life Project. At the end it says that the E-Life Project is part of the Italian IES group. Nowhere is it understood what connection the Edison group has with the E-Life Project company, nor with IES. The link doesn't exist because it's just a bunch of names put in place to hide the complexity from the first scam with an anonymous suspended company.

Clearly, there is no serious company in the world that would agree to sign a memorandum of cooperation with a candidate for mayor. Even less when the permits, licenses and authorizations for the construction of solar parks that Boçi is talking about are under the competence of the government and not of the municipality. A clear indicator of the fact that, apart from excelling as a professor of literature in public recitation, Luciano Boçi has no idea about public administration or the powers of the authorities.

Let's take it for a moment as if the companies mentioned by Boçi were real. If the memorandum with a presidential candidate were a consolidated legal practice. As if the solar parks were under the competence of the Municipality and not the government. The question arises, how can Luciano Boçi determine who will carry out a solar park project without going through any competitive procedure, without any transparency, without competition and as a personal agreement between two people?! How can a mayor predetermine the winner of a race and possibly sell him for success?! One more reason to understand Luciano Bochi's zero knowledge of laws and the obligation to follow legal paths in public administration.

Such promises, memorandums and signatures are simply a scheme that reminds you of the former owner of the rental company Sudja, who is known for her epic phrase "come competent"./Lexo.al
