After the Socialist Party presented its plan for how administrative-territorial reforms should be carried out at the parliamentary group meeting, the Democrats also seem to have their draft ready.
Sali Berisha gathered experts and civil society at a roundtable to share his vision for territorial reform. According to the democratic leader, the reform of 10 years ago has failed and depopulated the country, so according to him, the solution is to return to municipalities in areas with a certain number of inhabitants.
"We must return the municipalities to all hilly and mountainous areas where there are a certain number of inhabitants. I cannot say where there are no inhabitants, because it is a long process of repopulation. But all hilly and mountainous areas in which there are 1500 or 1300 inhabitants must be returned."
As an example, he mentioned Kamza, which is the sixth largest city in Albania according to the 2011 census, as well as Sukthi, which currently has around 110 thousand inhabitants and is administratively "extinguished".
"France has 36,000 communes, the largest agricultural potential in Europe, and there are communes with 1,500 inhabitants. Therefore, we must prioritize the return of services and communes to the hilly and mountainous areas as a last resort and opportunity not to exclude them from the territory."
The number of inhabitants for municipalities in satellite cities of large cities should be determined. Municipalities or communes, whatever the term is, should be restored. Kamza is the sixth largest city in Albania according to the 2011 census. Municipalities should be created so that where possible.
"Sukthi has 110 thousand inhabitants, now it is extinct. Sukthi is twice as large as Shijak in terms of population, but for Edi Rama it does not matter. We must make a great effort for a map that must be based on scientific, demographic criteria where there are two principles: services to the citizen and the development of the country ," said Berisha.
The opposition has not yet officially articulated how many municipalities they want to have in the territory, but it is learned that they will present to the Socialists in the commission a variant with around 100 municipalities.
As for the regions, it seems that the DP is against the majority's version because according to them, power is centralized.
"Therefore, we stand by the regions established according to the model of EU member states. Regions are necessary, they must have all the capacities to respond to the Europe of the regions."
Berisha promised that the Democrats will go out into the field to get the opinion of the citizens and then come up with a final version of their own.
