The Head of the Education Department in the DP, Lili Sula , through a statement to the media, stated that immediately after the reorganization of the DRAPs, Tirana, Durrës, Lezhë, Fier, Korçë and AKAP (National Agency for Pre-university Education) , these vital institutions for education turned into political hotbeds of professionally incompetent persons, who are appointed by the mayors and political leaders of the Socialist Party's regions.
"The Democratic Party calls on the High State Audit and the Central Election Commission to verify all these violations to stop the massacre of political appointments in education," said Sula.
Full statement:
The Manastirliu Ministry, simultaneously the political leader of the Tirana district, is carrying out a massacre with political appointments during the electoral campaign.
In recent days, the Democratic Party has received complaints regarding appointments to DRAPs and ZVAs across the country.
Immediately after the reorganization of the DRAPs of Tirana, Durrës, Lezhë, Fier, Korçë and AKAP (National Agency for Pre-University Education), these vital institutions for education turned into political hotbeds of professionally incompetent individuals, appointed by the mayors and political leaders of the Socialist Party's regions.
All these appointments and structuring are made without transparency, without public announcements on the official websites of the institutions, without competition, without meritocracy, without any recruitment procedure, but only with a personal written request to AKAP.
We are giving just a few examples that describe the phenomenon of extreme politicization of education.
From the ZVAs of Dimal, Lezha and other cities, experienced, qualified employees and educational assets are being removed and replaced with renaissance militants, with patronage agents to be used to collect votes. In fact, many appointments are fictitious, as the employees do not show up for work at all, but are on the campaign trail.
For the tragedy that occurred at the Fan Noli school, where the teenager MC lost his life, there is still no report from the working group set up by MAS. From the information available to the Democratic Party, this report - even though more than two months have passed since the fatal event - has not been released, because MAS is first awaiting the prosecutor's decision, which may be released even after two years. Meanwhile, it is known that the administrative investigation has no connection to the criminal and judicial process.
In the case of the Fier scandal – with much milder consequences than the Tirana case – the school principal and deputy principal were suspended, while for the loss of a child's life – a matter of Albanian education history, the school principals are not bothered by it, due to their close family ties with the organizational secretary of Unit II of the Socialist Party.
Bora Salaj, initially appointed director of the ZVA, due to her "excellent" training as a party laboratory assistant, has for some time held two positions in parallel: head of the ZVA and head of the DRAP, Tirana. Bora of political orders has appointed to these institutions, directly by order of Manastirliu, with lists, new employees without experience, without competition, without procedure and in violation of the labor code and legal acts in force.
Bora is in charge of compiling the diaspora lists for education, which she has requested from school principals and which they have already submitted to her.
Pressure and job conditions on school principals and, in turn, teachers to force people living abroad to vote for Renaissance.
Another political appointment without procedure and without competition is that of Ms. Aida Myrtaj, who was catapulted to the head of the Educational Services Center without any experience in the educational or managerial fields.
The principal of one of the best high schools in the country, Petro Nini Luarasi, Elsa Lici, went from being a teacher at the Asim Vokshi school to being a principal without the procedure as stipulated in the Law on Pre-University Education.
Its presentation was made with pomp and was shared hundreds of times on social networks by the deputy minister, Tirana director and ASKAP director, Ms. Rezarta Alla, whom I call on not to follow political orders.
Ms. Alla, you will soon be held legally responsible for all the electoral appointments you are making both in the institution you lead and in all the DRAPs you are subordinate to, appointments that do not even exist in the organizational structure and that are being strongly opposed by your subordinates, even though you keep them under pressure and threaten them.
The Democratic Party is following up step by step on every violation ordered by Manastirliu and blindly undertaken by his subordinates.
The Democratic Party calls on the High State Audit Office and the Central Election Commission to verify all these violations to stop the massacre of political appointments in education.
