"Welcome investments, but protect strategic sectors" - Message from the "head" of the US Embassy in Tirana, at the height of the protests over Zvërnec

While protests have been taking place in Tirana for two weeks due to what happened in Zvërnec, the chargé d'affaires of the US Embassy in Tirana, Nancy VanHorn, conveyed a message regarding the investment climate and the protection of national interests.

During the presentation of the foreign direct investment screening mechanism, VanHorn brought to attention the investment policy announced by US President Donald Trump, emphasizing that investments that promote economic development should be welcomed, but without compromising national security and strategic sectors.

“When President Trump announced America’s investment policy last year, he emphasized a simple principle: welcome investments that strengthen economic growth, while ensuring that critical infrastructure and strategic sectors remain safe. Albania’s approach to investment screening is built on the same principle. And that alignment matters. Of course, passing a law is the beginning, not the end. Implementation is where these efforts succeed or fail, and the United States will continue to support Albania throughout this process,” VanHorn said.

According to her, the framework for reviewing foreign direct investments is not simply an administrative procedure, but a strategic statement that demonstrates that Albania remains open for business, while simultaneously guaranteeing the protection of national interests and respect for international standards.

“Albania’s Foreign Direct Investment Screening Framework is not just a bureaucratic exercise. It is a strategic statement. It shows that Albania is open for business, but in a way that protects Albania’s national interests and meets international standards,” she stated.

VanHorn also emphasized that American investors are closely following developments in the business climate in Albania and that several American companies are already active in the energy, construction, and technology sectors.

“Investors are paying attention, including American ones. American companies are here, in energy, construction and technology, and many others are considering investing. But investors need confidence that the rules are clear, that the playing field is level and that strategic sectors are protected from actors who do not play by the same rules as us,” she said.

The American diplomat underlined that the US will continue to cooperate with Albanian institutions to implement this framework, adding that a system with clear and enforceable rules is the key to attracting long-term and quality investments.

VanHorn's statements come at a time when the debate over the investment project in Sazan and Zvërnec remains at the center of public attention.

A day earlier, Prime Minister Edi Rama defended the project, arguing that Albania should continue to attract large investments and that opposing them damages the investment climate and the country's image.
