The Foreign Ministry reacts to Berisha's accusations: There was no pressure on ODIHR observers

The Ministry for Europe and Foreign Affairs has reacted to the claims of the leader of the Democratic Party, Sali Berisha, regarding a letter sent by Minister Igli Hasani to international institutions that followed the May 11 election process.

The MEPJ clarifies that "this is not about interference in the work of the ODIHR Monitoring Mission, and even less about exerting pressure on them."

The Ministry emphasizes that it is standard practice in any electoral process for the state authorities of the host country to provide clarifications and additional context on the findings of the preliminary report of the observers.

"The clarifications have been sent for consideration in drafting the final report, based on facts and evidence. Their consideration is at the sole discretion of the ODIHR Mission," the response states.

The Ministry also recalls that the ODIHR itself has previously stated that it did not feel under pressure and that there were no attempts to influence their work.

In conclusion, the MEPJ emphasizes its commitment to respecting at all times the independence and integrity of international election observation mechanisms and the mandate given to them by the ODIHR.

The reaction comes after the publication of a letter from Berisha, which, according to him, constitutes "direct pressure" on observers to change the content of the May 11 election report.

Regarding today's claims by the Chairman of the Democratic Party regarding the letter of the Minister for Europe and Foreign Affairs addressed to international institutions involved in the observation of the May 11, 2025 elections in Albania, we clarify that:

As is clear from the aforementioned letter, this is not about interference in the work of the ODIHR Observer Mission, let alone pressure on them.

It is normal practice in any electoral process for the authorities of the host country to provide the Observation Mission with technical clarifications and context regarding the findings of the preliminary report, which are deemed necessary for consideration in a final report based on facts and evidence.

Even in the case in question, clarifications were presented that were assessed as being able to be taken into account by the rapporteurs when drafting the Final Report. Of course, taking the clarifications into account or not is at the full discretion of the Observation Mission.

We recall that the ODIHR itself has previously reacted that there was no such pressure.

The MEPJ remains committed to respecting the independence and integrity of any monitoring mechanism in accordance with the mandate entrusted to it by the ODIHR.
