Has the closure of accession chapters stalled in Brussels? Minister Hoxha
Ferit Hoxha

The Minister of Foreign Affairs, Ferit Hoxha , spoke at a conference regarding Albania's negotiations with the EU.

He called the statements that the closing of accession chapters has stalled in Brussels smokescreen, adding that Albania has made significant progress in these negotiations.

Ferit Hoxha: Recently, in recent weeks we have seen perspectives, statements, analyses, conjectures, what I would call a smokestack that has been fueled by internal discourse. What is a fact, and not only because we say it, but because the European institutions and member states confirm it, is that Albania has made significant, exemplary progress in advancing the negotiations by continuing the work to fulfill the obligations that we have taken jointly with the EC, which have been discussed by the member states and which are absolutely the content of what we call the negotiation process. Even in public appearances, in the public engagement that we have developed together with some colleagues in the government, to discuss with the youth, with the students, and this is not a street walk, as they say, but it is to go where the new generation is being formed, to go where those who should be the first to enjoy their professional lives as members and citizens of the EU are being formed. We are trying to emphasize some very simple, but substantive things. Integration is not just a technical process, a process of letters, reports, processes of emails, answers, questions, but it is a transformation process that takes place in the country. I have emphasized it and I want to emphasize it again, decisions are made in Brussels, meetings are held in Brussels, reforms are made here, the impact is here and will remain here.

First, you will not hear me talking about former ministers, about people I have worked with. Regarding the content, what you call the lack of transparency. I do not think there was a lack of transparency, but I think there was a lack of good communication. Of course, I am very aware of this. I have seen the process from Brussels. I think we should have communicated better and that is absolutely what we are trying to do now. I think now is the best time to do it, because we have opened all these chapters. In this ministry and with my team, we will be engaged in continuous discussions. What is the essence of the lack of transparency has to do with Albania's negotiating positions. Albania has prepared a negotiating position for each opening of the group of chapters. This is a document prepared by the negotiating group. In every intergovernmental conference that we have held, Albania has gone with a negotiating position.

There is a law adopted in 2015 that has decided that the negotiating position should be a reserved document. But in the presentations of the Albanian delegation, in our presentations at intergovernmental conferences, this is the main element, which is the element of work. Today we are carrying out the reforms. We are trying to close the chapters based on that document that is common. Of course, it is the position of the member states, but they are also commitments for us. We do not discuss them.

The EC, after receiving everything we have sent them, 92 concrete steps, has drafted the IBAR on this report, which the Commission has presented to the Council. Different countries have different questions. It has never happened that the 27 member states receive a report and do not have questions. This is a classic exercise. The questions could take 4-8 weeks, but we do not have that in our hands. Based on the questions, it is the Commission that gives the answers. We are not there. If there are areas where we have not been convincing, they will be included in the next process that will be the closing milestones. It took Montenegro 8 years to open all chapters, it took Albania 13 months .
