Just when it seemed that Montenegro was moving quickly towards becoming the first country from our region to become a full member of the EU, bad news came this weekend for Podgorica. France vetoed, blocking Montenegro's EU membership.
France has blocked the advancement of two key chapters in the country's European integration process. Sources for "Vijesti" reported that French representatives in the EU working groups have opposed the removal of Chapter 11, which relates to agriculture and rural development, as well as Chapter 13 on fisheries. Paris's position was announced at the meeting of the EU Council Working Group, which took place the day before.
In the capital of our northern neighbor, they think that this unexpected decision from Paris is more related to the 2027 elections in France than to reforms in Montenegro.
French President Emmanuel Macron, whose party faces an electoral battle to remain in office in 2027, has decided to put aside the topic of EU enlargement, which does not have majority support in French society, while the opposition and the right-wing National Front strongly oppose EU enlargement.
There is also speculation that it may be related to Serbian President Aleksandar Vu?i?'s statement about the membership of six Western Balkan countries in the EU as a group at the same time.
Without the lifting of the veto by Paris on the closure of the last two chapters in the negotiations, it will be difficult to achieve the closure of all chapters for this country by the end of 2026.
This change of position from Paris came just a few hours after German Chancellor Friedrich Merz's message that the writing of the treaty for Montenegro's accession to the European Union should begin.
Montenegro will temporarily close negotiations on chapters dealing with the free movement of capital, company rights and the freedom to provide services.
Montenegro launched negotiations for membership in the European Union on June 29, 2012. Since then, Podgorica has opened all 33 negotiating chapters in total, but has provisionally closed only seven of them.
