The Council of Ministers has approved the creation of a 100% state-owned joint stock company called "Concentrated Purchasing Operator" (OBP) which will carry out all tenders for purchases, goods and works for the Prime Minister, Ministries and dependency institutions.

The public authority representing the state as owner of 100% of the shares of the society is the ministry responsible for the economy. It will operate under the law on traders and companies of 2008 and the governing bodies are the General Shareholder's Assembly, supervisory council and director. The latter is appointed and dismissed by the general assembly of the shareholder and it will start work by December 2023. The director of this joint stock company has no fixed term for leaving office only when he resigns, retires, is ill or is dismissed.

Obp conducts the purchases of public institutions dealing with vehicle purchases, fuel purchases, purchases of chancellor materials, furniture and equipment, cleaning materials, uniforms and their elements, buy shoes, spare parts for state vehicles, purchase tenders, and perform services in the field of insurance.

It is determined that this body will also perform cooking and food distribution, praise, maintenance of buildings painting cleaning and greening services.

All contracting authorities or entities will have to turn to the OBP to win public tenders for services.

The stock company is financed from its own revenues, revenues from third-party services, consultancy, and other legitimate sources. This company may also provide additional services to private entities in accord with the purpose of its creation.

Public procurements will continue to be done in the electronic procurement system until December 31 this year when this company will be put into operation and those that remain unfinished will be closed by the OBP.
