Today, Prime Minister Edi Rama and the Negotiator for Chapter 5 " Public Procurement ", also the General Director of the Public Procurement Agency, Reida Kashta, held a press conference to discuss where Albania stands today in the field of public procurement, as a result of a modernizing anti-corruption reform.

The Prime Minister presented the latest developments in public procurement reform, highlighting the increased access of companies to public contracts and the structural changes taking place in this area.

Rama announced that Albania is preparing to move towards a completely new electronic public procurement system, based on artificial intelligence.

He stated that the project aims to radically transform the way procurement is conducted, eliminating manual procedures and guaranteeing full transparency and traceability at every step of the process.

Rama: The significant increase in winning companies, not in absolute value, but in relation to the number of procedures, has much more access to public contracts, which, like this entire picture, greatly contradicts the narrative of daily media life.

We are now in a new phase of the process, as 450 pages of detailed technical specifications have been drafted during this period, on which skilled local experts have worked, and these pages have been put under the review of the World Bank, which a few days ago gave the green light, without objections, the “no objection” certification of every facility where the World Bank participates in financing, and now we are ready to move on to building an absolutely innovative electronic procurement system, a unique system with AI. Our experts have not worked on an isolated island, but have interacted with experts in a number of countries. 

Our project is the first of its kind, as it aims to put all the elements of the process in a chain and enable procurement with AI to a very large extent of the process, and to make it possible for no business to be forced to collect papers up and down for public procurements, no civil servant to have to play with business papers anymore, but the data will be collected by Diella for over 40 public registers, which are already digitized, and then be in the hands of the business to activate with just one click. A process that will go from market research to submitting offers, monitoring contracts and every interaction will be only on screen, totally transparent and traceable.

This will close once and for all the various problems for public institutions in drafting technical specifications, calculating the limit fund, reviewing bids and evaluating them.

Diella will do this review with intelligent algorithms, quickly, accurately and impartially, but the entire process will be fully traceable and, for anyone who has claims, it will be possible to return to the starting point to see the entire process manually. The system is planned to be built with the highest principles of transparency, written by international institutions and organizations.

Rama said that "Diella" will enable the automation of a large part of processes, from market research to bid evaluation, marking an important technological leap for the Albanian public administration.

It is a total reversal of a system and a reflection in Albania of all that technology gives to countries and above all countries like ours, in development, which through technology have unprecedented chances to make breakthroughs, which without technology would be possible. We will present our detailed plan. We will start by recruiting digital technology specialists for this project. AKSHI is no longer one and only, it will function separately with a new public company, Albanian Digital Solutions, which will be a 100% state-owned company, which will aim to recruit the best in the market and pay them better than any company in the market and the second to become a leading force.
