The German Ministry of Defense presented procurement plans worth more than 350 billion euros until 2041, with which Chancellor Friedrich Merz confirms his promise that the Bundeswehr will become the strongest conventional army in Europe.

According to the draft federal budget for 2026, which was submitted to the Bundestag on Monday, military planners have set a multi-decade framework for the acquisition of new weapons systems, vehicles and combat equipment. For 2025, 8.2 billion euros are planned for military purchases, and already in 2026, this amount will increase significantly to 22.3 billion euros.

In addition to these figures, the plan introduces long-term commitments known as Verpflichtungsermächtigungen – financial commitment authorizations – that extend from 2027 to 2041. This amounts to around 325 billion euros for contracts for key systems such as tanks, ships and aircraft that will be delivered in the coming decades. When funds for the years 2025 and 2026 are added, the total value comes to around 355 billion euros.

In addition, the Bundeswehr's special defense fund will remain active until 2027. 24 billion euros are planned for 2025, 25.5 billion in 2026 and 27.4 billion in 2027, the last year of use of this extraordinary instrument. A ministry spokeswoman confirmed that 28 billion euros had already been withdrawn from the fund by the end of May.

The draft budget divides future liabilities into main categories:

15.9 billion euros for communication equipment

20.8 billion euros for vehicles and accessories

52.5 billion euros for combat vehicles

70.3 billion euros for ammunition

20.9 billion euros for field equipment and logistics

36.6 billion euros for ships and marine equipment

34.2 billion euros for aircraft and missile systems

13.3 billion euros for satellite communications

The largest annual expenditures, exceeding 52 billion euros ($60.7 billion), are planned for 2029 and 2030. The Bundeswehr leadership emphasizes that the plan reflects Germany's effort to rebuild and modernize its armed forces after decades of neglect.

Chancellor Merz announced that Germany will take a leading role in European defense, focusing resources on full combat readiness and technological superiority.

Although this is an unprecedented undertaking in modern German history, parliamentary approval remains another hurdle. MPs will have to approve not only short-term spending, but also multi-year investments that will commit the state until the 2040s.

If the bill is passed, Germany would rank among NATO's largest military spenders and would forever change Europe's defense landscape.
