Authorities in the United States have charged a former ambassador to Bolivia with spying for Cuba for more than 40 years, in an incident the Justice Department described as one of the longest and longest-running infiltrations to the US government by a foreign agent.

Victor Manuel Rocha, who served as the US ambassador to Bolivia from 2000 to 2002, was charged with committing numerous federal crimes, including acting as an illegal alien agent and using a fraudulently obtained passport.

US Attorney General Merrick told reporters that Rocha made incriminating statements to an undercover agent and that he referred to the United States as the "enemy".

"We allege that for more than 40 years, Victor Manuel Rocha served as an agent of the Cuban government and sought and obtained positions within the United States government that would provide him with access to non-public information and the ability to influence policy of the US," Attorney General Merrick Garland said in a statement.

The 73-year-old is already behind bars and is expected to appear before a federal judge in Miami on Monday.
