Director of the US Central Intelligence Agency William Burns says it is likely that the attack on Ukraine could turn into one of the worst mistakes that will be remembered for Russian President Vladimir Putin.

"So far it's hard to see the outcome of the war, or Putin's outcomes, as anything other than a failure," Mr Burns said at a cyber security conference in Washington on Thursday.

"Russia will pay a very heavy price," Mr. Burns said. "Not only was the weakness of the Russian military exposed, but the war will have long-term damage to the Russian economy and to future generations in Russia."

The blunt assessment is not the first to come from a senior US intelligence official who has warned that the war in Ukraine will backfire on Russia.

In June, Director of National Intelligence Avril Haines said that Russian ground forces "have been degraded to the point where it will take years to get back to where it was, in many respects."

Ms Haines said the losses Russia had suffered could persuade Mr Putin to negotiate at least a temporary end to the fighting.

But the Russian president seems to have hardened his attitude towards Ukraine.

"We were not the ones who started the military operation, we are trying to end it," Mr Putin said at an economic forum in the port city of Vladivostok on Wednesday, repeating his earlier position that he was obliged to send forces in Ukraine to protect Moscow-backed separatist regions that have fought Ukrainian forces since the annexation of Crimea in 2014.

"In the long run, it will help strengthen our country both at home and abroad," he added. The CIA director said Thursday that he expects the war in Ukraine to prove Mr. Putin wrong.

"Putin has bet that he will be stronger than the Ukrainians, the Europeans and the Americans," Mr Burns said. "His view has always been that we (the West) have attention problems and will be distracted. But Putin is wrong, just as deeply wrong in his assumptions since last February, about the Ukrainian will to resist, or and the willingness of the West, the United States and all our partners to support the Ukrainians," he added.
