From Germany, to Italy - Why are European banks removing their gold from the US?

Fort Knox, the fortified compound in Kentucky that houses about half of the U.S. government's gold reserves, is synonymous with maximum security. The phrase "like Fort Knox" is used to describe something that is extremely secure and well-protected. However, the perception of the United States as a safe place to store gold seems to be fading.

The Dutch central bank's recent decision to move about 86 tons of gold from New York to London highlighted growing concerns among some governments about the storage of strategic assets in the US and whether they could be easily accessed in the event of a crisis.

De Nederlandsche Bank (DNB) cited “geopolitical instability” as the reason and said that distributing gold across countries with different jurisdictions would improve “crisis preparedness.”

France also removed all of its remaining gold from the New York Federal Reserve between July 2025 and January 2026. However, the governor of the Bank of France, François Villeroy de Galhau, stated at the time that the decision was not politically motivated.

Meanwhile, some politicians in Germany and Italy, countries that hold the world's second and third largest gold reserves respectively, have called for their countries' gold to be withdrawn from the U.S. The calls come amid concerns about the Trump administration's unpredictable policy and its increasingly critical stance toward the European Union, including threats to annex part of its territory in Greenland.

Thirst for gold

Sebastien Tillett, an analyst at Oxford Economics, says that for European central banks, the outright seizure of their assets poses an “extremely small risk.” However, he says, concerns are growing about the possibility of rapid access to these assets in an era of geopolitical uncertainty.

"The most important concern is that assets held in another jurisdiction could become temporarily inaccessible in an extreme scenario of sanctions, legal problems or geopolitical crises," he told DW.

Krishnan Gopaul of the World Gold Council says that, overall, central banks around the world have been buying more and more gold since the 2008 global financial crisis and are paying increasing attention to where and how it is stored. As a result, gold prices have reached record levels.

A recent survey by the World Gold Council showed that central banks have added an average of 1,000 tons of gold per year over the past four years, compared with an average of 500 tons per year over the previous decade.

Last week, the head of Norway's $2.3 trillion sovereign wealth fund said the fund should significantly reduce its exposure to U.S. Treasury bonds. The move appears to be related to concerns about the U.S. government bond market, where high inflation and rising public debt have pushed up borrowing costs and fueled investor uncertainty.

Tillett says gold continues to be affected by the US Federal Reserve's decisions and that general concerns about US financial markets are prompting gold holders to reconsider the location of their reserves.

In addition to these financial concerns, Trump's rhetoric regarding Greenland and his continued, albeit indirect, threats to the European Union have added to the reasons why European institutions want to reposition their assets.

However, the United States, and especially the Federal Reserve Bank of New York in Manhattan, still remains one of the main custodians of European gold, especially for Germany. Although the Bundesbank returned to Germany about 300 tons of gold from the United States between 2013 and 2017, it still holds more than 1,000 tons of gold on American soil.

Last year, the Bundesbank stated in an official statement: "We have no doubt that the Federal Reserve Bank of New York is a reliable and secure partner for the safekeeping of our gold reserves." (DW)
