The State Police has opened a huge procedure to purchase plane tickets. According to documents published in the Public Procurement Agency, tickets are required for the entire year for extradited persons as well as for the police officers who will accompany them. The accompanying documents require similar experience, raising serious doubts that the entire procedure is predetermined!

Every week we have seen Albanian citizens arrested in different countries around the world, mainly in Europe and recently in the United Arab Emirates, arrive in Albania in handcuffs. While we have an extradition agreement with most European countries, we still do not have a proper one with the Emirates.

In this country, some of the most notorious gang leaders in Albania are suspected of being held and are under arrest, who have residences mainly in Dubai and Abu Dhabi. From this country, some of those declared wanted by SPAK have arrived in handcuffs, where they are mainly deported from the Emirates and sent to Turkey. State Police agents go to Turkey and accompany them by air to Rinas.

Everything has a cost and it is too high for the state budget. According to documents available to VoxNews, the General Directorate of the State Police has opened a tender with the object of "purchasing tickets for extradited persons and accompanying employees."

The contract limit fund is 27,000,000 lekë, while the deadline for execution is one year from the conclusion of the framework agreement. “The tender documents will be made available to any interested economic operator by submitting a written request to the procurement sector at the DPPSH,” the documents state.

But there are also criteria, where initially the pre-qualification and selection of candidates is carried out. The first phase is pre-qualification. which concerns the selection of candidates, before sending the invitation to bid by the CA. "Pre-qualification of bidders is a different process from the bid evaluation procedure, which focuses on the price and criteria set out in the tender documents. The pre-qualification process will be carried out by focusing on assessing the experience and ability of candidates to satisfactorily implement the specific contract. The main purpose of pre-qualification is the selection of those contractors/suppliers whose qualifications and experience minimize the risk of non-execution, according to the proposed project/contract," the document continues.
