Is the state for sale? The strange tender gives its properties for development to the private sector, in return it will receive offices

A somewhat unusual procurement procedure was opened this Wednesday in the system of the Procurement Agency, which has as its contracting authority the National Agency for Territorial Planning with the object "Energization of cities: Innovative Development of Public Property".

This procedure requires that they bring to themselves project ideas that aim to develop public property in cooperation with the private sector, where in the final benefit the institutions will receive are offices. In the terms of reference of the procedure, it is specified that the state will offer either amortized constructions that will be improved by having a partnership with private entities that will have their benefit in this investment, or public properties will be given on which constructions will be developed cloud.

"This Call is a request for design proposals for two facilities in parallel. The first facility will accommodate several state institutions in a new consolidated multifunctional cluster. Distributed throughout Tirana, these administrative centers will serve as infrastructural pillars for the future of Albania's public administration. The second object will be a commercial development on a plot of land that has been vacated by one or more of the state institutions (which will pass to the administration cluster). A private investor will receive the contract for the construction of both buildings, using the market value of the commercial property to finance the cluster of public administration" are stated in these terms.

The Investment Corporation will also be involved in this process, which will play the role of mediator. In the terms of reference documents, a paragraph with the benefits of each party that will be involved in this procedure is underlined.

A key element of this cooperation model is the reliance on a "mutual victory" ("win-win"). In exchange for the right to develop these properties, the private partner will cover the costs of developing new public administration clusters based on international competition to meet the needs of public institutions.

"Also, the rights to use these assets will be transferred to AIC.

Benefits:

· AIC: Benefit from brokerage fees for the identification and consolidation of properties, project ideas for property development and the creation of new assets for administration. It also gains strategic positioning in the real estate market.

· Private partner: Provides financing and implementation of projects, benefiting from safe and stable income growth and low-risk returns on investment. This partnership plays a key role in the economic development of the country and the modernization of the administrative infrastructure.

· State institutions will directly benefit from this initiative, by improving the quality, conditions and their work environment, while at the same time very positively increasing the quality of the daily experience of thousands of service recipients. These new spaces will be more convenient, functional and healthier, thus increasing the credibility of these institutions in the eyes of the public.

· Optimized configurations and use of these spaces will improve work efficiency and productivity, ensuring higher service standards and improving public sector performance. The project will also provide a series of positive effects for the surrounding communities, including increased services, business activity, investment, and greater integration and transparency between the community and civil servants.

· This will ultimately create a more dynamic and inspiring urban context. The relocation of these institutions and their staff to more suitable places in the capital is expected to bring numerous economic and social benefits. This intervention will positively affect the area developed by the private partner, promoting local business, further investments and other social benefits" it is argued in the terms of reference.
