The government has recently approved the decision to index the estimated base for 2024, setting a coefficient of 6.4% for calculating future pensions.

This legal mechanism serves to update the value of salaries on which citizens have paid contributions over the years, ensuring that the initial pension measure is in line with current economic standards.

This new indexation will be applied on the annual individual estimated basis achieved until 2024 and will serve as a direct reference for all pensions that will arise as a right starting from January 1, 2026.

The application of this coefficient regulates the calculation formula for the entire contribution period starting from 1994, including the reference salaries according to the professions previously determined by the executive. Through this process, the arrears of salaries are revalued with the accumulative coefficients reflected in the annexes of the decision, in order to ensure that the contributions paid decades ago do not lose their value in the face of inflation and the increase in the average salary in the country.

Regarding technical limitations, the decision clarifies that even after applying the 6.4% index, the assessed base will not be unlimited, Monitor.al reports.

For salaries belonging to the period between 1994 and the end of 2001, this base cannot exceed three times the minimum wage at the national level. Meanwhile, for contributions paid from 2002 onwards, the ceiling refers to the maximum wage at the national level, as provided for in the law on social security in the Republic of Albania.

The government has specified that the financial effects of this decision will be fully covered by the annual budget approved for the Social Security Institute. The latter is the institution responsible for implementing the scheme and guaranteeing new calculations for each beneficiary who meets the retirement conditions from 2026.
