Unemployment remains a problem, are the programs for the integration of individuals in the labor market working?

Strengthening the efficiency of the Employment Policy Scheme is one of the reforms expected to be undertaken within the National Reform Agenda 2024-2027. Unemployment continues to remain a disturbing phenomenon in Albania, so policies to mitigate this phenomenon are at the center of the reform agenda.

The reform aims to provide new and more diverse labor market programs for the treatment of those jobseekers who benefit from economic assistance, long-term unemployed jobseekers, as well as long-term unemployed jobseekers with basic education or no prior education.

Until June 2026, it is expected that the number of unemployed jobseekers registered in the Active Labor Market Programs (PATP) will increase by 8%, and at the same time there will be an increase in the registration of jobseekers in employment offices to 60 % of the total unemployed.

Also, the increase of unemployed jobseekers in Vocational Training to 20% of the total number of unemployed jobseekers is predicted. Within 3 years, it is expected that the number of unemployed jobseekers who are employed through the Employment Promotion Programs of the National Employment Service will reach 5,000.

Based on INSTAT data, the official unemployment rate in Albania was 10.7% in the last quarter of 2023. If we compare it with the third quarter of 2023, unemployment has increased by 0.2 percentage points.

On the other hand, the unemployment rate for young people aged 15-29 is 22%. Calculated with the last period of 2022, youth unemployment has increased by 0.6 percentage points. While the unemployment rate for the 30-64 age group is 7.9%.
