The concession of fiscal stamps, the 'parasite business' that fines

The government decided to nationalize the tax stamp service, removing after 11 years a parasitic concession that fined Albanian businesses with almost 65 million euros in addition to the costs of this service in the countries of the region.

The tax stamp service costs an average of 3 euros per 1000 pieces in Europe, 2.2 euros in Kosovo, while in Albania until now it was offered by the SicPa company for 20 euros. In a decade, this concession collected almost 75 million euros, while from its financial balances to provide this service, it has not spent more than 5-6 million euros.

Albania offers the most expensive concession for fiscal stamps, even charging with fiscal stamp costs even products that are not normally treated as such in all EU countries and the region, such as beer, burdening the business and the consumer with excessive costs.

From this concession, the budget has collected modest figures over the years, of 2 percent of the company's net income. Estimating that the concessionaire has realized a turnover of 80 million euros by 2023, the state has benefited only 1.8 million euros.

The government decided not to renew this concession, which, according to the decision taken on Thursday, will be offered by the Securities Printing Office. / VoxNews
