For months, the government has been in the process of evaluating the current pension scheme, giving other signals for changing the indexing method. But, for experts, an indexation or differentiated increase, based on the amount of benefit, causes social inequality and violates the essence of the scheme, which is based on contributory years.
From the studio of the show "Box to Box" Nunaj said that those who are currently treated with low pensions should be supported with additional bonuses or the 13th pension.
The expert Eduard Gjokutaj is on the same line, according to whom the support should be separate, that is, outside the pension scheme and come in the form of subsidy or compensation. More than 45 percent of the elderly, mainly in rural areas today are treated with low pensions. According to the data of the Social Insurance Institute, the average income of the city pensioner in 2022 was 18,615 ALL per month, while the average income of the village pensioner was 10,888 ALL per month.
For several months, the Government with the assistance of the World Bank has been looking at the aspects that should be corrected or changed. What is known up to this stage of the process is that the intervention will take place in several directions, including the review of the level of contributions paid, the increase of compensations and the review of the supplementary scheme.
From the Institute of Social Insurance it is learned that the priority is to address the poor coverage of the working age population. Under these conditions, it will be aimed to stimulate young people to pay the contributions. This means keeping the contribution rate in a reasonable range and perhaps conducting studies to understand whether a shorter contribution period might encourage more employees to contribute.
The contribution rate for employees is 21.6 percent (27.9 when health and short-term benefits are included) and 23 percent for the self-employed. The rural self-employed in the subsidized scheme face a much lower contribution, at 10 and 7.6 percent (depending on the region). This release was made in order to include as many farmers as possible in the scheme. On a continuous basis, the Government has tried to change the scheme of contributions, but no initiative has received the green light. The variant that is currently being discussed is to equalize the amount of the contribution and subsidize a part of it to the farmers.
Experts claim that these interventions are short-term and do not solve the problem.
We remind you that the current pension formula determines a basic pension and the supplement. The basic pension is about ALL 9300, while the supplement based on the pension calculation formula is 1% for each year of insurance, multiplied by the average assessable base, which the insured persons have reached through paid contributions. The assessable base is the salary received after indexation with the corresponding coefficients of each year.
