SURVEY/ Dissatisfaction with public services encourages emigration to Albania

The Central Bank of Austria, which monitors the region's EU integration process, has evidenced through a survey that the high levels of immigration in the Balkans are caused by citizens' dissatisfaction with public services.

"Our findings suggest that dissatisfaction with the quality of public services in countries of origin increases the likelihood that individuals will have emigration intentions. Broken down according to the type of public service, we find that dissatisfaction with social security, health, public infrastructure and services aimed at businesses and regional development is associated with higher aspirations for emigration," the study noted.

Austrian experts informed that the phenomenon is more visible in Albania and in recent years it has been noticed that people with small children intend to emigrate more as a result of dissatisfaction with educational services, health and public safety.

The highest impact is found for Albania, where the estimation of the coefficients for each of the public services is twice as high as for Romania and Serbia.

Continued emigration from CEE, especially of young people, is rapidly increasing the aging of the population, affecting the decline of the labor force and increasing dependency ratios, making the demographic challenges even sharper.

Factors that have been identified as important drivers of emigration remain difficult to be directly addressed by policy makers, the study states. For this reason, they considered it important to study the factors contributing to emigration, which should then be addressed by policy makers.

The link between people's satisfaction with the quality of public services and emigration carries the risk of a vicious cycle. When more individuals emigrate, public finances are weakened, which leaves less room for improving the quality of public services, and this can lead to further deterioration of emigration.

Regional economic development initiatives would provide an environment that could reduce the aspirations of individuals to move abroad. Improvements to public services are needed for people to stay. At the same time, these developments can have a positive impact on the return of immigrants, the study suggests./ Monitor
