The proposal made by the majority deputies to restore the amnesty, or the revaluation of housing in exchange for a reduced tax liability, specifically 3 percent from the current 15 percent, arrived in the Assembly almost three months ago, but has not yet received approval by parliamentary committees.
Experts say that this delay in approving the initiative is being reflected in the market, significantly reducing the number of completed transactions.

The reduction of the tax liability from 15 percent to 3 percent for houses, defined in the draft, gives citizens the opportunity to update the value of their property. At the time of sale, the tax value is reduced several times less, while there are cases when it is even zero.
The revaluation is especially helpful to those families who want to sell or leave their house as collateral, since under normal conditions, the tax liability is 15 percent of the difference between the sale value and what the object is registered in the Cadastre.
