As the new school year begins on Monday, the head of the State Police, Skënder Hita, has appeared at a media conference.
In his statement, Hita guaranteed the strengthening of measures and the presence of police in schools.
He said that this school year the Smart City project will be added, further increasing safety in schools, according to him.
Statement by the head of the State Police, Skënder Hita:
I thank you for being here on this day off, but the topic I want to inform citizens about has to do with the new approach and measures taken by the State Police on the occasion of the start of the new school year, a very important process for the entire society, but at the same time an increased responsibility for the State Police.
Protecting life, health and creating the safest possible environment for the development of the peaceful learning process in every corner of Albania is the primary duty of the State Police.
After analyzing the problems encountered in the past years, consulting and coordinating with the Ministry of Education, the State Police has drafted a detailed plan of measures, with concrete tasks for all structures that will be engaged in guaranteeing the safety of students. This plan is not only related to guaranteeing the physical safety of students, but our measures also include food safety, cyber security and road safety.
During the meetings I recently held with the local structures of the State Police, I left direct and clear tasks to everyone, to take concrete measures to guarantee the security perimeter and beyond the security perimeter, in order to ensure the smooth running of the learning process. At the head of all services engaged in school security will be the heads of the police stations, who will have direct responsibility for the organization, coordination and control of services in the territory. I have requested that these measures not remain only in planning, but be controlled and implemented on the ground. The responsibility is concrete and will be clear for every local Police leader.
In this context, I have instructed specialists from the Anti-Narcotics and Operational sectors in all 12 local Police directorates to organize high-intensity checks, both inside and outside the security perimeter, with a focus on identifying and stopping, by force of law, any criminal element that attempts to approach educational institutions, involve students in criminal activities, especially in the field of narcotics, or sell them other illegal items with consequences for life and health. We have also paid special attention to road safety near schools, to protect children during their movement at the beginning and end of school hours, as well as during long breaks.
Awareness also plays an important role in the measures taken by the State Police to guarantee security and the smooth running of the new school year. In this regard, the structures of Community Policing, Domestic Violence, Cybercrime and Traffic Police will be present in schools, with awareness-raising hours on the risks of bullying, psychological violence in schools and in the digital space, on road safety, as well as on reducing the use of drugs, tobacco and alcohol. Also, within the framework of the school security package, intensive cooperation is being carried out with the National Food Authority to guarantee the safety of food products in all businesses operating near schools.
We will conduct periodic inspections of these entities, to verify not only the formality of their economic activity, but also the composition and expiration date of the products consumed by students, as well as the hygienic and sanitary conditions where these products are kept and marketed. In this undertaking, school security officers, teachers and psychologists also play an important role. They are our direct bridge of connection with everyday life at school and an important point of contact for timely identification of problems.
For this reason, we are strengthening cooperation with security officers to coordinate actions for each case and with school leaders to identify and address any concerns or problems at their earliest stages. Also, important partners of the State Police are the Parent Boards and Student Governments. The voices of children and the concerns of parents will be heard with respect and responsibility and will receive a timely response. Prevention is always better than reaction after an event. In this regard, too, the Chiefs of Police Stations will be at the head of the services and responsible for the territory they cover.
This year, another important dimension is added to school safety: technology. As part of the Smart City project, smart cameras have been installed in 20 schools, which increase our capacities for monitoring and preventing situations that may compromise safety. Technology enables us to be faster in identifying problems, more efficient in reacting and closer to citizens, where our presence and intervention are required. This is an important step towards a modern model of public safety, where the work of the Police officer in the field is increasingly supported by technology and intelligent systems.
And I want to say it clearly: technology does not replace the Police officer. It makes his work in the field faster, more efficient and more accurate.
Do not remain silent in the face of danger. If you see or encounter a case of violence, drug distribution, threats, bullying, peer involvement in criminal activity, or any other situation that concerns you, notify a teacher, parent, security officer, and the State Police.
Don't hesitate to talk to parents, psychologists, social workers, teachers, and police officers. Timely intervention to address any problems or concerns can prevent a more serious event.
The State Police and all links of the security chain will be by your side and will react with determination and professionalism, so that you feel calm and safe on the path to knowledge.
This is our commitment, safe schools, for the future of our country!
Thank you and I am open to questions.
