After leaving as Director General of Prisons, Klevis Qose, through a post on social networks, thanked his collaborators.
Qose expresses his gratitude to all those with whom he has shared his work experience. He also thanks Prime Minister Edi Rama for the trust he has placed in him.
Qose left as director of prisons on April 1 and Adriatik Kupi was appointed in his place.
Reaction of former director Klevis Qose:
With gratitude for the trust given to me to lead the General Directorate of Prisons, at this moment of the end of my duty, I want to share with all of you a sincere thank you for everything we have achieved together.
First, I would like to thank and convey my gratitude to all the employees of this system for the dedication, professionalism and responsibility shown in fulfilling their duties, despite all the difficulties and challenges, which in our work have been more specific and with significant burdens.
With special consideration, I thank the Prime Minister, Mr. Edi Rama, for his trust and appreciation, the former Minister, Mr. Ulsi Manja, for his professionalism, continuous support and close cooperation throughout his tenure, the Minister, Mr. Besfort Lamallari, and the current Minister of Justice, Toni Gogu.
I thank Ambassador Ms. Nancy Vanhorn and her staff from the American Embassy,
Ambassador Mr. Nicholas Abbott and staff from the Embassy of the United Kingdom,
Ambassador Mr. Marco Alberti and the staff from the Italian Embassy,
Ambassador Mr. Reinout Caspar Vos and staff from the Dutch Embassy,
Ambassador Mr. Tayyar Kağan Atay and the staff from the Turkish Embassy,
Ms. Giulia RE, Head of the Council of Europe Office,
and Mr. Michel Tarran, OSCE Ambassador, for their valuable support and contribution to strengthening the penitentiary system and bringing it closer to the best European standards.
I thank religious communities for their valuable role in the spiritual and social support of persons deprived of their liberty, as well as all the institutions and organizations with which we have collaborated closely during this period, contributing together to the improvement of the penitentiary system.
I thank the prosecutors of the Special Prosecution Office (SPAK), the judges of the Special Court (GJKKO), as well as the prosecutors and judges of general jurisdiction for the cooperation and understanding shown during this time.
During this period, we have worked to build a more transparent, modern and functional system. We opened up and guaranteed transparency in the promotion and career progression processes for every employee. We invested in increasing security and improving infrastructure, through the installation of anti-drone systems in high-security prisons, the provision of armored vehicles for the transport of high-risk individuals, and the expansion of the ambulance fleet.
We took concrete steps to improve the infrastructure: we reopened the Ali Demi institution as an open prison, built the new prison in Kukës, restored and insulated 9 IEVPs, and the total restoration of the Fushë-Krujë IEVP continues. At the same time, we secured the buildings from floods and earthquakes and closed down depreciated facilities from the communist period.
Special attention was paid to improving working conditions and professional growth of staff. We created training centers and developed professional programs, opened workshops in REC, Fier and Korça, entered into agreements with private universities for free scholarships for employees and offered soft loans to them.
In terms of modernization, we renovated the monitoring room at the DPB and digitalized electronic systems, including the repertoire and radio systems. We also guaranteed health insurance and protection from accidents at work for all employees of the penitentiary system and the CSIB. We also provided soft loans for DPB employees.
As part of the institutional improvements, beyond the existing agreements with religious communities for the exercise of their activities in the institutions for the execution of criminal decisions, representatives of religious communities have now become part of our organization. A dedicated psychologist for the staff was also included in the structure, guaranteeing psychological support and well-being of the employees of each institution.
We set up a laboratory for rapid testing of every detained or convicted person entering institutions for the execution of criminal decisions, for infectious and sexually transmitted diseases. We also drafted a project for the construction of a new psychiatric and forensic hospital for convicted persons, and we concluded agreements with municipalities for their reintegration after the end of their sentence.
Even with all the great commitment made, the evaluation and dissemination to the public would have been impossible without the work of journalists, to whom I express my gratitude.
In conclusion, I wish success to the new director, Ardiatik Kupi, in fulfilling this highly responsible task, in continuing and further strengthening reforms in the penitentiary system.
Thank you all! I am grateful to everyone who, during this two-year journey, has put a stone in this institution of special importance.
