The Mandates and Immunity Council will meet today to review SPAK's request for authorization to arrest the government's number 2, Belinda Balluku.
The meeting is expected to start at 10:30, but the 10 members will sit at the table without being familiar with SPAK's evidence through which it is seeking Balluk's arrest.
The Democratic Party and the Speaker of Parliament Niko Peleshi have been involved in debates regarding this USB, which has been locked in the protocol safe with the argument that the materials are investigative secrets. During the meeting, it is expected to be discussed, also with SPAK prosecutors, how these materials will be handled.
Meanwhile, in the report submitted to the Parliament for the lifting of Balluku's immunity, SPAK also lists the reasons why it is requesting her arrest. Balluku is suspected of having manipulated 12 tenders worth 1.2 billion euros, has put pressure on witnesses and risks committing more serious crimes due to her personality, according to the SPAK report.
At today's meeting, the Deputy Prime Minister has the right to appear in person or with a defense attorney to defend herself. Meanwhile, SPAK prosecutors are also participating in the meeting, presenting evidence as to why they want to arrest the Deputy Prime Minister, who also holds a mandate as an MP.
In the past, the Council has needed at least 2 meetings to review the request.
The Assembly's Rules of Procedure do not have a deadline for concluding the review. From the last Council meeting, there is a maximum of 2 weeks to draft the report, which must be voted on at the first session.
The law only has a 3-month provision, within which, if a decision is not made, the prosecution's request is dismissed.
