SPAK wants Balluk arrested, RELATION "locked" in Parliament: She risks

" Deputy Prime Minister  Belinda Balluku  should be arrested because her criminal situation has worsened, she is suspected of manipulating at least 11 tenders and risks committing more serious crimes due to her personality ." 

This is the main argument of the Special Prosecution Office in its request to parliament to lift Belinda Balluku's immunity.

In the summary report submitted to the Parliament , the Prosecution says that through special investigation methods it has discovered that Balluku put pressure on one of her subordinates, even after she was taken into custody and had not yet been suspended from duty, the report says.

From the position of Deputy Prime Minister and Minister , SPAK Balluku says " has exerted pressure in various forms, against the person questioned in these proceedings, specifically citizen MK (her subordinate") .

In the report, SPAK lists 11 tenders for which Balluku is being investigated.

The prosecution informs the deputies that in addition to the Llogara tender worth 190 million euros for which the defendant was arrested or the 7 lots of the 450 million euros of the Great Ring Road for which he is a person under investigation, Balluku is suspected of having determined the winners of 3 other tenders: Thumanë-Kashar worth 245 million euros, Porto Romano-Durrës worth 12 million euros and the maintenance of the northern axes worth 440 thousand euros.

SPAK relationship:

"From the administered acts, it results that in relation to the development of the above-mentioned procurement procedures, citizen Belinda Baliuku, being in the capacity of Minister of Infrastructure and Energy, has continuously followed and guided the public procurement procedures developed by the Institution under this Ministry, the Albanian Road Authority, from the preparatory phase, during the development of the procedure, to the phase of submission and evaluation of the offers, with the aim of favoring the economic operator winning these public procurement procedures.

In relation to these other procurement procedures, illegal actions of citizen Belinda Balluku, in the capacity of Minister of Infrastructure and Energy, in cooperation with the head of the contracting authority, citizen Evis Berberi, have been identified, which have created unfair advantages and privileges for the winning operators of the procurement procedure. respectively for: economic operator Salillari sh.pk, the association of economic operators 44- sh.pk, "IDK konstruksion" sh.pk, "ED konstruksion" sh.pk.; economic operator "Alh-Sur sh.pk; the association of economic operators "GPG Company" sh.pk and "Senka sh.pk, economic operator "Gjoka Konstruksion sha, the association of economic operators Alko-Imp ex General Construction" sh.pk and "27" sh.pk, acting in violation of law no. 162/2020", SPAK says in the report on the tenders for the 7 lots of the Great Ring Road, for which it has registered Balluk as a person under investigation.
