The administrator of the Polytechnic University of Tirana, Besmir Ali , has been dismissed from his post following an audit conducted by the Ministry of Education and Sports, which found serious legal violations in the administrative activity of the institution.
The final audit report, sent on December 23, 2025 by Minister Mirela Kumbaro, evidences that the administrator had created a new administrative structure in violation of the legal framework that regulates the functioning of higher education institutions in Albania.
According to the audit, Besmir Ali led the process for establishing a new administrative unit called the " Directorate of Third Party Services ", without first obtaining the approval of the Academic Senate of the Polytechnic University of Tirana, the main decision-making body for the organization and functioning of the university according to the law on higher education.
The auditors also found that the employees of this directorate were recruited on temporary contracts, even though the structure had been operating for about five years and was not of an emergency nature. Furthermore, no documentation was found to prove the procedures for recruitment and selection of staff.
The Ministry of Education announced that the administrator had presented his objections to the audit findings, but these claims were not based on the legal framework.
After the submission of the final audit report, the university's management structures decided to dismiss administrator Besmir Ali.
