Protest against Bashkim Ulaj's resort/ Residents of Rrjoll clash with

For 3 weeks, residents of Rrjoll in Velipojë have been protesting against the construction of the "Blue Borgo" resort by developer and publisher Bashkim Ulaj. Clashes with residents and police have been fierce, with an elderly man falling unconscious in the middle of the crowd being pushed by the officers.

The police today took measures by surrounding the entire construction area in order to prevent residents from obstructing the works again. Initially, they clashed with the village women and this has further increased tensions. The locals are determined to prevent the construction of the Bashkim Ulaj luxury resort in the area, claiming that the property belongs to them. For these claims, the residents have also opened court proceedings demanding that their ownership rights be recognized.

Meanwhile, two days ago, the Malaj family was granted ownership rights over an area of 20,700 m², about 2.1 hectares, in the village of Rrjoll in Velipojë, in a border area where the "Blue Borgo" resort is being built.

The decision was issued by the Court of Appeal of General Jurisdiction in Tirana, which partially accepted Nikollë Malaj's lawsuit against the Property Treatment Agency, a legal process that began in 2018 and lasted 8 years.

Since the battle has been won for 2.1 hectares, the residents hope that the Court will also make a positive decision for the area where Ulaj is building. This is because, according to them, Fatmir Shpellzaj, former cadastral director and Freedom Party exponent, who claims to own the land where Ulaj is building, has falsified the documents for acquiring its ownership.

The construction works for “Blu Borgo” on an area of 146 hectares, Bashkim Ulaj started in early February after receiving the construction permit. The project envisages 33 accommodation and service structures, with buildings from 3 to 10 floors above ground and one underground floor. The developer is the company “ABA Blue Borgo”, with the status of strategic investor.
