Former head of IMT Elbasan sentenced to prison for taking money to favor illegal

The Criminal Court of Kosovo has convicted the former head of the Territory Protection Inspectorate in Elbasan, Andri Mehja, after receiving money to favor an unauthorized construction.

The Special Court has sentenced Andri Mehjan to two years in prison for corruption, a sentence that will be converted into 4 years of probation.

Announcement of the GJKKO:

The Special Prosecution Office against Corruption and Organized Crime has submitted to the Court the request with the subject: “Sending to court the criminal case, pertaining to criminal proceedings no. 94, of 2024, against the defendants Andri Mehja and Gentian Bako, accused of committing the criminal offense “Passive corruption of persons exercising public functions”, committed in collaboration as provided for in Article 259, paragraph two and 25 of the Criminal Code”. 2.

The trial of this case was conducted under the rules of summary trial. At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of judges Bib Ndreca, Erjon Bani and Rudina Palloj, with decision No. 32, dated 25.04.2025, decided:

1. The guilty plea of ​​the defendant Andri Mehja, for committing the criminal offense of "Passive corruption of persons exercising public functions", committed in collaboration as provided for in Article 259, paragraph two, and 25 of the Criminal Code, and his sentence to 3 (three) years of imprisonment.

2. In application of Article 406/1 of the Code of Criminal Procedure, 1/3 of the sentence is reduced, with the defendant finally sentenced to 2 (two) years of imprisonment.

3. In application of Articles 30/1, 35 of the Criminal Code, imposing an additional sentence, the removal of the right for the defendant Andri Mehja to exercise public functions, for 5 (five) years.

4. Based on Article 59 of the Criminal Code, the suspension of further execution of the decision to imprison the defendant Andri Mehja is ordered, requiring him to maintain contact with the local office of the Elbasan Probation Service.
